Board Renews Contract for Universal and Electronic Waste Recycling Services
The Board of Public Works voted to renew the contract for universal and electronic waste recycling services with NLR of East Windsor, CT, for an estimated value of $30,000. This service handles items like lamps, mercury-containing devices, batteries, TVs, and computers collected at the transfer station. The renewal uses a state contract (FAC 1110) which pre-approves vendors. The board discussed whether the town is breaking even on this service, especially concerning items like lamps, and agreed to review revenue generation. A suggestion was made to improve public communication regarding which light bulbs can be disposed of in regular trash versus those requiring special recycling.
Board Accepts Minutes from April 13, 2026 Meeting
The Board of Public Works accepted minutes from a previous open meeting dated 04/13/26. The minutes were reviewed by board members and accepted via motion.
Superintendent Reports on Esplanade Painting, Road Patching, and Upcoming Absence
The Superintendent provided a brief report on recent activities, including painting the esplanade which was subsequently covered by sand due to a storm. Over 117 tons of asphalt have been used for patching, with the need continuing. The Superintendent will be out of town from June 12th to June 15th for a college graduation and move-out, but will be back for town meeting. The board then adjourned the meeting.
Board Approves Irrigation for Bullnose Island, Requires Water Meter Installation
The Board of Public Works is considering the approval of an irrigation system installation on the Bullnose Island at the south end of the Esplanade. The Brandt Rock Village Association, represented by Scott Dixon, is seeking approval to proceed with the installation. The Association has purchased the materials and secured Eric Vasey to provide labor at no charge. A key point of discussion involved the installation of a backflow preventer, which has now been completed by a licensed plumber, Jeff Hover, who pulled the necessary permit. The Association also intends to adopt the larger island in addition to the smaller one previously approved, with the sign for the adoption to remain in the smaller island but cover both. Water meter installation was discussed, and it was agreed that a meter would be installed for accounting purposes, though no charges would be applied to the Association for water usage. The board voted to approve the irrigation installation and the installation of water meters.
Board Approves Contract for Water Department Risk Assessment and Emergency Response Plan Update
The Board of Public Works approved a contract with Apex Companies LLC of Quincy, MA, for $30,200 to conduct a risk resilience assessment and update the emergency response plan for the water department. This is a required five-year update to assess physical, chemical, financial, and cyber risks to the community water system. Apex Companies has performed these updates previously and has the necessary documentation. The funds for this service will be drawn from the water fund's engineering services budget. The first part of the assessment is due at the end of June, and the second part at the end of December.
