Martinez City Council Proposes SB9 Regulatory Updates and Zoning Code Streamlining

The primary focus is on updating regulations related to Senate Bill 9 (SB9) to align with recent state law changes, specifically SB 450. These amendments will largely remove the city's ability to impose development standards (like front yard setbacks and height restrictions) that are more restrictive than those for the underlying zoning district, while maintaining the minimum 800-square-foot unit size and four-foot side/rear setbacks. Other proposed changes include streamlining the approval process for minor subdivisions (four or fewer lots) to be handled by the Zoning Administrator instead of the Planning Commission, adding missing development standards for the R12 single-family residential zone, and making other minor clarifying edits throughout the zoning code for conciseness and consistency. The city has not yet processed any SB9 applications.
I-680 Ramp Metering Project Advances to Combat Congestion with New Technology

The project includes a three-year demonstration phase for CARM on northbound I-680 between El Costa Boulevard and Willow Pass. Construction is underway for Caltrans' ARM project, with CARM in final design, and both are anticipated to be fully operational by early 2029. Martinez Police Department Faces Staffing Challenges; Chief Urges Parole Denial for Convicted Murderer
During the meeting, the Police Chief provided an update on current departmental challenges, noting that 32% of the sworn strength is unavailable due to academy training, Field Training Officer (FTO) programs, or medical leaves. This significantly impacts the department's ability to deliver baseline services, as it effectively means three-quarters of the staff required for patrol operations are unavailable. The Chief also mentioned that the downtown security ambassador program has been affected by a medical leave, and its future funding will be discussed in the budget workshop. Martinez Reports Significant Improvement in City Staff Vacancy and Retention Efforts

The police department still faces the highest vacancy rate, with three police officer vacancies and five total within the department. The report highlighted a trend of younger staff, with 80% having been with the city for less than 10 years and 61% for less than four years. The report was received and filed, with no action required by the council.
