Rainy Well Pump Replacement Contract Approved
The City Council approved a contract with Holt Services Inc. for the Rainy Well pump replacement project. The existing station has two pumps; the first is 20 years old and experienced mechanical failure in November 2025. The second pump, rebuilt in 2021, also showed electrical issues and was taken offline. The check valve also failed around the same time. The station is now completely offline. The bid from Holt Services for replacing both pumps and the check valve is $175,937.08, with a 10% management reserve, bringing the total allocation to $193,530.79. The project requires an 8-9 week lead time for materials and must be completed during low water levels, typically mid-June to end of September. The bid was significantly lower than the engineer's estimate because Holt Services switched suppliers for the pumps.
City Council Approves Biennial Budget Amendment
The City Council reviewed and approved Ordinance 3376, which details the first amendment to the 2025-2026 biennial budget. This amendment includes adjustments to revenues, expenditures, and fund balances to reflect updated financial information. Key changes involve reappropriations of unspent funds from 2025 to 2026 for various capital projects and programs, as well as new amendments reflecting updated methodologies for indirect cost allocations, increased personnel benefit expenses due to workers' compensation rate hikes, funding for police department equipment, transfers for vehicle purchases, contributions to self-insurance programs, and adjustments across various non-general funds including transportation, utilities, parks, and fleet services. The amendment also establishes new funds for transportation and parks mitigation fees and adjusts the Rainy Well Replacement Project budget. Overall, the amendment increases total revenues by $36 million and expenditures by $12 million, resulting in a net increase of $24 million to the ending fund balance.
Flood Control Grant Amendment Approved to Address Sea Level Rise
The City Council approved an amendment to the interlocal agreement with Snohomish County for the Marysville Flood Control Grant Project. The project, funded by ARPA funds, aims to address increasing tidal overflows and potential sea level rise impacting the city's levees and public works facilities. The city received a quarter-million-dollar grant in 2023 and selected Environmental Science Associates (ESA) as a consultant. ESA is developing a sea level rise model, alternatives analysis for levee improvements (vertical and horizontal levees), and a public engagement strategy. The amendment extends the grant deadline to October 31st and allows for reallocation of funds between tasks to maximize reimbursements. The dissolution of Diking District 3 earlier this year transferred remaining funds ($177,000) to the city, which will now manage levee maintenance.
Marysville Proclaims Community Development Week
The City Council recognized Community Development Week by proclaiming April 6th-10th, 2026, as Community Development Week in Marysville. The proclamation highlighted the essential role of strategic, community-tailored development plans and the expertise of the city's community development staff. It also acknowledged the department's efforts to streamline permitting processes for residents and businesses and its administration of the federal Community Development Block Grant (CDBG) program. Last year, over $400,000 in CDBG funds were awarded for public services and capital projects, including support for Meals on Wheels, chore services for seniors, the Food for Thought Backpack program, Housing Hope supportive services, and Comfort Park upgrades.
