District Explores Sharing Agreements and Benefit Adjustments to Address Budget and Enhance Financial Stability
The district is addressing budget shortfalls and aiming to generate new revenue through sharing agreements and optimizing employee benefits, particularly concerning health insurance costs. Policy updates related to federal funding and financial information presentation were also discussed. The district is reviewing and updating various policies, including those on investments and data security, with some postponed for further clarification. Employee benefits, specifically for administrators, have been reviewed, with changes to stipend amounts and contract dates. A significant portion of the discussion focused on the health insurance plan, including challenges in obtaining quotes, rising medical inflation, and the need to adjust plan design and employee contributions to ensure financial stability and solvency of the self-funded plan. The district is proposing a move to a Wellmark Point of Service (POS) plan with tiered deductibles and coinsurance based on in-state versus out-of-state services to leverage Wellmark's network discounts. Employee contributions for family coverage are being equalized, with a reduction for some employee groups and an increase for others, resulting in the district absorbing a substantial portion of the cost increase. The dental and vision plans are also being updated with new rates and improved benefits. The district is also implementing cost-saving measures through sharing agreements for a media specialist with West Fork and exploring further sharing agreements for transportation, maintenance, HR, and reporting functions. These sharing initiatives are projected to generate significant new revenue for the district. A proposal to share transportation maintenance, reporting board secretary, and HR with RRMR is under consideration, which would account for additional student enrollment and revenue. The employee handbook is being updated with various policy changes, including those related to equal opportunity employment, non-discrimination notices, equity coordinator role, student photo policies, workers' compensation providers, TB testing, bereavement days, and personal day usage restrictions. The district is also addressing the lack of available licensed teacher librarians by entering into a sharing agreement for a media specialist, which is projected to save over $113,000 annually.
