Planning Board Approves Fencing Updates, Expands Vet Clinic Zones, Continues Major Development Reviews
The Planning Board meeting began with administrative matters, including the approval of previous meeting minutes and a farewell from Thomas Mooney, Director, who is retiring effective June 29th. Debbie Tackett will succeed him. Mooney expressed gratitude for his 33 years of service and confidence in the department's staff. He encouraged the board to continue their good work. Tackett congratulated Mooney and thanked him for his mentorship. The board then proceeded with requests for continuances for two items: the One Ocean Drive concession agreement and the Northbeath Residential Incentives LDR and Comprehensive Plan Amendments, both continued to the July 7th meeting. A progress report for Planning Board File 21-0448-23235, concerning the "23rd Street" nightclub, was presented. The nightclub had accumulated numerous violations, primarily related to its valet service, which had its business tax receipt revoked. The board voted to schedule a revocation hearing for July, with a preference for attempting to hold it in July rather than September, despite potential scheduling challenges with notice requirements. The board also heard an item regarding modifications to the planning board's composition, adding a geographic representation requirement for board members. A speaker voiced concerns about the limitations this might impose. The board ultimately voted to recommend unfavorably on this ordinance, considering it potentially handcuffing the commission's appointment process. Updates to temporary fencing requirements for vacant lots and construction sites were discussed, with the board voting to recommend approval of the ordinance, which provides more flexibility in fencing types and graphic displays. Finally, an ordinance to expand veterinary clinic allowances in certain zoning districts within the South of Fifth neighborhood was presented and recommended favorably by the board. The meeting concluded with the Base Camp 305 private school item (Planning Board File 260821), which sought to incorporate an adjacent property for recreational open space. The board approved the modification with a condition on operating hours, and the applicant expressed support for the condition. The board also noted that a board member, Keith, recused himself from this item due to a prior interaction with the applicant.
