Millbury Conservation Commission Addresses Ramshorn Pond Levels, Drought Impacts, and Dam Safety
The Conservation Commission received updates on various water-related issues. Regarding Ramshorn Pond, the dam is approximately three feet below the spillway, and discussions are ongoing about its operation and reasons for not being filled, with a meeting scheduled for June 23rd. Drought conditions are exacerbating the issue, with the region over 16 inches below normal rainfall. Dorothy Pond underwent treatment for vegetation, but notification procedures were not fully followed. A beaver dam in the watershed above Ramshorn Pond has been damaged. The Wheelock Bridge project has minor stabilization issues requiring further seeding. Complaints about fishing at Wheelock Bridge are being considered by the town manager. Dorothy Pond had inadequate posting for its recent treatment, and efforts are underway to improve notification. The commission also discussed ongoing issues with the Clear View condominium's stormwater structures and potential homeowner association responsibility. Finally, information on dam safety training and drought updates were shared, emphasizing the need for water-saving measures.
Millbury Conservation Commission Approves Basketball Court Construction with Erosion Control Conditions
The Millbury Conservation Commission held a public hearing to consider a request for a determination of applicability for the construction of a 50-foot by 40-foot basketball half-court at 162 West Main Street. The property owner, Mike Balderelli, presented the plan, which included measures to mitigate runoff into a nearby pond, such as silt fencing and hay bales during construction, and planting grass and regenerating the root area post-construction. The commission discussed the project's proximity to a runoff area and potential impacts. Ultimately, the commission voted to close the hearing and issue a negative determination of applicability with a condition for erosion controls, indicating the project would not significantly impact wetlands. A light for the court was also discussed, with the owner open to exploring less insect-attracting options.
Park Hill Village HOA Updates Conservation Commission on Encroachment Resolution and Trail Development
The Park Hill Village Homeowners Association, represented by trustees Frank Krogan and Randy Kang, provided an update on ongoing issues with encroaching items on conservation land, particularly concerning the property at 8 Primrose. Significant progress has been made in clearing encroachments, including the removal of a shed, some rubbish, and a fence section. The association highlighted two remaining areas needing heavy brush cutting assistance. Regarding 8 Primrose, an agreement was made for the owner to create a boundary of plantings and remove a portion of a driveway on conservation land. The commission discussed the original development agreement, which included a responsibility for the developer to create a walking trail with street access. The Trails Committee will work with the HOA and the 8 Primrose owner to define trail boundaries and ensure legal trail mapping. The commission also discussed the need for a four-foot minimum trail width for emergency access.
Millbury Commission Continues Hearing on Sunset Drive Home Addition Due to Stormwater Concerns
The Millbury Conservation Commission heard a notice of intent for the proposed construction of an addition to a single-family home at 4 Sunset Drive, including site improvements and utility connections. The owners, Bill and Christine Herbert, plan two additions: one 6'8" by 28' addition to the front and a second 28' by 24' addition to the side. This will require removing portions of the existing driveway and patio. Stormwater management includes rooftop and trench drain discharges, with plans to manage runoff towards the pond. Concerns were raised about the proximity to the pond and the proposed drainage solutions. The commission requested further exploration of porous driveway options and potential infiltration methods. The hearing was continued to June 17th to allow for further discussion and options to be presented.
