Quick Trip COA Tabled Pending Reconsideration by Applicant
The Planning Commission discussed a Certificate of Appropriateness (COA) for a Quick Trip location, which was dependent on the approval of a conditional use and special exception variance. The applicant requested to table these matters at the Mayor and Council meeting a week prior to allow for reconsideration based on feedback. Consequently, the COA could not be acted upon by the Planning Commission and was tabled. The commission will see it again when the applicant brings back revisions.
Planning Commission Minutes Wording Clarified for Accuracy
During the approval of the previous meeting's minutes, a commissioner raised a concern about the wording of the vote records. The commissioner requested that the minutes accurately reflect that a motion was made to approve or deny, rather than stating that the chair directed approval or denial. This was agreed upon to ensure more precise record-keeping. The commission then approved the minutes with this understanding.
Church Expansion and Parking Approved at 1025-1035 East Spring Street
The Planning Commission discussed a Certificate of Appropriateness (COA) for 1025 and 1035 East Spring Street, which involves developing additional parking and constructing a life activities center. This case, one of six related cases for the property, had previously been tabled pending decisions on other applications at the Mayor and Council level. Since those were approved, the commission could now act on the COA. The project includes a church expansion with a 14,000 square foot life activity center and aims to increase parking from 240 to 393 spaces. Staff recommended approval with modified conditions, including the removal of a sidewalk requirement on Hammond Drive due to impracticality and the modification of a tree planting requirement in favor of a landscape plan submission to allow for open green space, provided buffering from the highway and Spring Street is achieved. The commission approved the COA with these conditions.
