City Council Approves Multiple Special Events and Alcohol Licenses, Addresses Open Carry Concerns
The City Council approved four special event applications: Green County Cheese Days (September 14-20, 2026), Move It Forward Summer Festival (June 20 & July 14, 2026), Greene County Human Services Latino Health Fair (June 2, 2026), and Cactus Company Bar and Grill Cheers Bartle's fundraiser (June 14, 2026). The council also approved a temporary Class B wine and beer license and beer garden for Green County Cheese Days, despite some concerns about open carry enforcement. Additionally, a temporary outdoor beer garden license and premise extension was approved for Cactus Company Bar and Grill for their fundraiser event.
Retiring EMS Chief Honored; Mayor Updates on Community Events and City Communication Efforts
The meeting included recognition of Greene County EMS Chief Dan Neufer for his 20 years of service and upcoming retirement. Neufer introduced his successor, Hannah, and thanked his staff and family. Mayor Miller also provided updates on community events, including a successful concert on the square, a tour of the wastewater treatment plant, and the upcoming "Road tripping in Monroe" Main Street event. City staff are working to improve advertising of city events to ensure residents are aware.
City of Monroe Receives Clean Financial Audit Opinion; Council Amends Fund Balance Policy
Baker Tilly presented the 2025 financial audit report. The audit resulted in an unmodified (clean) opinion on the financial statements. Key highlights included a significant decrease in unassigned fund balance due to the purchase of 50 acres for the industrial park, and strong performance in the water, sewer, and stormwater utilities. The council also discussed and approved an amendment to the City's Comprehensive Financial Policy to clarify the fund balance policy regarding operational expenditures versus capital investments and debt service, and to remove a specific date for policy adjustment.
Dave Mosier Appointed to City Council to Fill Alderperson Vacancy
The City Council voted to appoint Dave Mosier to fill the Alderperson at Large vacancy. This vacancy was created when Alder Miller was elected Mayor. Mosier received four votes, Maxwell Brooks received three, and Mosier was then officially appointed by resolution. He took the oath of office and his seat on the council immediately.
