Monument Town Council Approves Amended 2026 Budget and Financial Policies Amidst Fiscal Review
The Town Council reviewed and approved amendments to the 2026 budget. The amendments included adjustments to revenues and expenditures across various funds. Notably, the general fund showed a positive balance due to savings from the previous year's budget, attributed to council and leadership's efforts in addressing financial challenges. The council also discussed the importance of maintaining a strong general fund balance and establishing additional reserve funds for emergencies. Specific adjustments were made to interest earnings, sales tax projections, and allocations for grants and impact fees. Expense adjustments included increases for facilities (ADA transition plan) and new positions, with a portion of staff salaries being reallocated to the planning department. The capital project fund included a significant allocation for the Jackson Creek Parkway, with funds managed through a grant. Changes were also noted in the police fund, water and infrastructure funds, community development, traffic impact fees, storm drain fund, and water enterprise fund, reflecting project postponements, higher revenue, and strategic allocation of funds. The council also reviewed a five-year financial forecast, highlighting the need for continued revenue generation and expense management to ensure long-term financial sustainability. Several resolutions were passed regarding budget amendments, appropriations, and financial policies, including new policies on inventory management, water leak adjustments, and fraud prevention. The council also approved an agreement for updating the water master plan and water standards.
Beacon Light Water Tank Site Rezoned to Public District
The Town Council considered and approved Ordinance 14-2026, which rezones the Beacon Light water tank site to a 'Public P' zoning district. This action formalizes the existing and planned use of the property as a municipal water facility, aligning it with the town's land use authority and state statutes requiring zoning for newly annexed properties. The rezoning was found to be consistent with the town's comprehensive plan's emphasis on utility infrastructure and met the criteria for rezoning requests, including compatibility with surrounding areas and addressing a community need. The planning commission had previously recommended approval of this rezoning.
