East Pitts Lane Rezoning for Emergency Room Moves Forward
The council considered Ordinance 25Z28 for the rezoning of approximately 2.05 acres on East Pitts Lane from CF to CH to allow for a freestanding emergency room facility by Ascension. The project requires road improvements on East Pitts Lane, which is a county road. The county will oversee these improvements, with the city's development ordinances requiring substandard road upgrades. The primary access for emergency vehicles is planned via Last Casses Pike. The Planning Commission recommended approval, subject to the Certificate of Need. The first reading of the ordinance was approved.
Rezoning for Large Industrial/Commercial Development on Northwest Broad Street Advances
A rezoning request for approximately 167.42 acres along Northwest Broad Street was considered. The property, currently zoned Commercial Highway (CH) and Gateway Design Overlay District (GDO1), is proposed to be rezoned to Planned Unit Development (PUD) with the removal of the GDO overlay. The development plan includes seven buildings totaling approximately 2.1 million square feet, primarily for industrial and commercial uses, aligning with the Cherry Lane master plan's recommendations. Significant detention facilities are proposed due to the amount of pavement and buildings. The development is anticipated to be phased. The Planning Commission recommended approval. Ordinance 2618 was considered on first reading.
Post-Employment Benefits Resolution Approved
The council approved Resolution 26R17 for other post-employment benefits, allowing the city to continue offering medical, vision, dental, and life insurance to eligible former employees, retirees, and council members.
Appointments Made to City Boards and Commissions
The council approved appointments to various boards and commissions. Chris Barnes and David Counts were appointed to the Board of Electrical Examiners, replacing Philip Lynn and Richie Bolan, for a term ending June 30, 2030. Jason Fan was reappointed to the same board. Tim Tips was reappointed to the Board of Zoning Appeals for a term ending June 30, 2029. Reginald Harris and Brian Prince were reappointed to the Planning Commission for terms ending June 30, 2029. Sandra Trail was reappointed to the Water and Sewer Board for a term ending June 30, 2030.
Rezoning Approved for Freestanding Emergency Room on East Pitts Lane
The council considered a rezoning request for a platted lot within the MMC's property on the north side of East Pitts Lane. The rezoning is from CF (Commercial/Office) to CH (Commercial Highway) to permit the development of a freestanding emergency room facility by Ascension. This request is subject to the issuance of a Certificate of Need (CON) by the state, which has now been approved. Concerns were raised regarding access on East Pitts Lane, which is a county road and currently substandard. The city and county will coordinate on road improvements. The Planning Commission had previously recommended approval, subject to CON issuance. The first reading of Ordinance 25Z28 was approved.
