Neptune Township Board of Education Discusses Budget, Facilities, and Grants
The Neptune Township Board of Education discussed the district's financial status and future plans. Funds are available for the summer music program, thanks to donations from various individuals and organizations. The district has been recognized for the 11th consecutive year as one of the best communities for music education. The music program will run from July 6th to 29th, with a concert on the 28th. Following budget approval and facility appraisals, the summer work will involve analyzing options for facility consolidation, considering impacts on transportation, staffing, and fund usage. The district is in talks with Hackensack Meridian to rent property behind the high school for staging and parking, which is expected to generate revenue. Hackensack Meridian's nursing program is also considering renting space at the central office. A resolution drafted by the New Jersey School Boards Association urging state officials to address healthcare cost increases for public employers was mentioned. The board thanked the Neptune Police Department for implementing the LEADS grant, with the first graduation of fifth-grade students observed. The high-impact tutoring grant application has been approved, valued at $200,000 for after-school ELA and math support. Scarlet Sound was invited to perform at an upcoming concert. The school performance reports for the previous year have been published, showing an increase in AP numbers, college credit earners, proficiency scores, and graduation rates, alongside a decrease in chronic absenteeism and suspension rates.
Board of Education Outlines Meeting Procedures; Public Raises Budget and Governance Concerns
A statement was read to the public explaining the process by which matters are brought before the Board of Education for consideration and action. It emphasized thorough review by administration and committees before reaching the board, and that all personnel motions are at the superintendent's recommendation. Agenda postings are available for public review. The board may allot time for public comment, with individuals needing to state their name, address, and group affiliation. The board reserves the right to terminate remarks not conducive to an efficient meeting. Specific employment-related matters will not be responded to during public comment, though the board or superintendent may respond at their discretion later. Following this, a member of the Neptune Alliance, Paul Zapka, expressed congratulations to award recipients but raised concerns about the district's budget allocation, questioning where funds go beyond teacher salaries. He welcomed the consolidation feasibility study but stressed it must be independent, transparent, and actionable, addressing the 51% vacancy rate and 2500 empty desks compared to actual enrollment. He noted active appeals with the NJ Department of Education and upcoming meetings with Senator Gopal regarding fiscal oversight. Lou Manzion offered his services for the search committee for a new superintendent, citing his experience as a former college dean and leader of various search committees.
