Planning Commission Recommends Rezoning for Keeler Court Development, Approves with Short-Term Rental Removal
The Planning Commission heard a rezoning request for approximately 5.1 acres at 1842 Keeler Avenue, from R-2 (Single Family and Two Family) to Keeler Court Planned Development District (KCPDD). The applicant proposed 42 single-family residential units on small lots, with alternative development standards including smaller setbacks, shared open space, clustered parking, and permeable paving materials. Staff recommended approval, citing consistency with Envision New Braunfels and encouraging infill development and housing diversity. Concerns were raised by residents regarding increased density, impact on neighborhood character, potential for short-term rentals, traffic, environmental issues, and drainage. The applicant proposed up to 10 short-term rental units within specific pods, managed by the HOA. A discussion occurred regarding the validity of the commission's quorum due to expiring terms, with legal counsel indicating commissioners could continue serving under a Texas constitutional provision. Ultimately, the Commission voted to recommend approval to City Council with the removal of short-term rentals.
