Concrete Crushing Operation Permit Renewal Under Review, Flood Plain Compliance Needed

The Planning Commission reviewed a request from Porter Pit LLC for a conditional use permit to continue operating a concrete crushing and material stockpiling operation at 2300 South Victory Road. The company has been operating at this location since 2014 and wishes to continue their existing operations, which include a stationary and a portable concrete crusher, a scale, and stockpiling of various aggregates for construction and retail sale. They confirmed their hours of operation would not change. Discussions included the existing fencing on three sides of the property, the need to maintain landscaping as per the original site plan, and a condition regarding stockpiling materials. A previous condition (number four) stipulated no stockpiling north of the driveway to the north property line, and while there was a past instance of overrun with a limestone stockpile, it is not currently present. The commission and applicant discussed potentially amending condition four to allow stockpiling further away from the road (north and west of the shop/scale area) while preventing it north and east. Additionally, it was identified that the property is within a regulated flood plain area and a flood plane permit was not found from the initial operation in 2014. Staff will work with the applicant to address flood plain permit requirements, which may involve surveying and ensuring stockpiles are elevated or contained. The commission voted to have city staff prepare a conditional use permit for discussion and action at the next meeting, with a requested duration of 10 years.

Oversized Accessory Building Approved for Further Review

The Planning Commission considered a conditional use permit for an oversized accessory building at 601 North 25th Street. The applicants, Kyle and Caitlyn Brow, proposed to attach a 48x55 foot addition to their existing detached garage, extending it along the driveway. The addition will feature 18-foot ceilings and include one large garage door for an RV or boat and a smaller door for vehicles or storage. The addition will match the existing brick siding and roof aesthetics. Staff confirmed that the proposed structure would meet standard setbacks, and the sidewalk along 25th Street is already in place. The commission discussed the total square footage, which will be approximately 3840 square feet after the addition, and ceiling height, which is within the residential maximum. The commission voted to have city staff prepare a conditional use permit for further discussion and action at the next meeting.
