City Designates Former Alleyways and City Property as Official Park Areas

The council considered an ordinance amending Oscaloosa city code section 12.4406A concerning designated park areas. The ordinance aims to govern the orderly use of areas developed from formerly designated city alleyways for public recreation, commonly known as 'the alley' west of the city square and south of Smoky Row Trolley Place. It also addresses the city-owned property known as the 'Oscaloosa state park.' Concerns about after-hours use and activities in these areas prompted the proposal to designate them as city park areas under chapter 12.44 of the code. This was the second reading, and the motion to support the ordinance passed.

Parking Restrictions Implemented on 1A Avenue West Due to Roadway Improvements

An ordinance was presented to amend chapter 10.48 regarding parking regulations. Staff recommended adding parking restrictions on the north side of 1A Avenue West, between South D Street and the railroad tracks (approximately 600 ft west of South D Street). This change is necessary because the city council previously approved roadway improvements for this segment, to be performed by Industrial Development LLC, and the new design does not allow for parking in that location. The south side of the road already has angled parking permitted by city code. The ordinance passed its second reading.

Oscaloosa Adopts National Electrical Code 2023 Edition, Streamlining Future Updates

The council considered an ordinance amending the Oscaloosa Municipal Code section 15.20 to adopt the National Electrical Code (NEC) 2023 edition. The state of Iowa adopted NEC 2023 as the minimum statewide standard, and cities have one year to comply, with the mandate effective July 1, 2025. Oscaloosa historically follows the state electrical code. To streamline future updates, the ordinance includes language to automatically adopt the NEC edition currently in effect, aligning with state mandates. This was the second reading, and a motion to support it passed.
