Conservation Commission Addresses Environmental Permits, Enforcement, and Project Updates

The board entertained a motion to accept the minutes of the May 20th, 2026 meeting, which was moved by Tom and seconded by Atha. Subsequently, a public hearing for the Seven Stone Creek Circle project was continued to the July 15th meeting due to outstanding DEP file number and land disturbance permit issues. The board also held a public hearing for the Province and Worcester Railroad's Request for Determination of Applicability (RDA) concerning wetland delineation confirmation. The RDA, after field review and map revisions, resulted in a positive determination (Box 2A) confirming the accuracy of the boundary delineations for resource areas as described on the reference plans. This confirmation is binding under the Wetlands Protection Act. Separately, residents inquired about the Ashford Ashworth Hills Residential Development, and staff directed them to the conservation email or town planner for documentation and potential meetings. An enforcement order for unauthorized BVW removal at 23 Dana Road was discussed, with notice sent to the property owners and an expectation of contact or inspection before the next meeting. Correspondences received included the Province and Worcester Railroad's yearly operational plan and vegetation control report, and National Grid's 2026 Yearly Operations Plan, both related to vegetation management within utility rights-of-way. An emergency certification for trapping beavers by the Commonwealth of Mass. off Sutton Ave. was ratified by the commission. The Green Briar Osprey Nest Camera Project application was submitted to fund the camera for the next three years. Solitude, an aquatic lake management company, is scheduled for an inspection at the Claire Barton Center on June 11th, with potential herbicide treatment depending on conditions. A report on Carbuncle Pond indicated that the alum treatment was effective, with dissolved oxygen levels in the acceptable range and other factors suggesting no cyanobacteria bloom. An investigation into unauthorized beaver dam breaching at 19 Mount Pleasant Road and potential tree cutting in BVW at 87 Huguenot Road was initiated via letters to the property owners, requesting contact or permits.
