Town Considers Changes to Retiree Health Insurance and Opt-Out Incentives

The primary recommendation is to move to a 50/50 cost-sharing model for retiree health insurance premiums, with a proposed effective date of July 1, 2027, to impact only future retirees. An opt-out incentive program is also proposed for a one-year trial period, offering $3,000 for families and $1,500 for individuals who opt out, provided they have been on the plan for at least a year. The council also discussed the need to clarify language regarding post-65 retiree plans, ensuring retirees enroll in Medicare Part B to reduce the town's insurance costs.
Town Council Refers Zoning Matters, Declares Surplus Property, Sets Budget Hearing Dates
The Town Council voted to refer two zoning amendment matters back to the Planning Board: Chapter 171-5 (Table of Use Regulations) and Chapter related to accessory dwelling units (ADUs). The ADU amendment is intended to bring the town into compliance with recent state regulations. Additionally, the council discussed a zoning amendment related to signage, clarifying that signage is part of the zoning ordinance. A resolution was approved to declare Parcel ID 14-17-10 on Country Lane as surplus property for disposition. The property, acquired through tax title likely in the 1940s and assessed below $35,000, has attracted interest from multiple abutters. The Town Manager will solicit final best offers from interested parties. The council also addressed an upcoming budget public hearing on June 8th and a budget vote on June 18th.
Palmer Approves Funding for Additional Patrol Rifles for Police Department
The Town Council approved a resolution to appropriate $18,000 from free cash to purchase ten additional patrol rifles for the Palmer Police Department. This purchase is intended to ensure every officer has a patrol rifle assigned exclusively to them, enhancing officer preparedness and response capabilities. The rifles will be equipped with suppressors to mitigate noise damage and maintain communication in enclosed spaces during active shooter scenarios. The current patrol rifles are shared among officers and are often unavailable due to training or qualification needs. This is an addition to the existing equipment, not a replacement, and the current rifles are on a replacement plan.
Palmer Police Department to Replace Aging Taser Fleet
The Town Council authorized $43,931.98 from free cash for the replacement of all X26P taser units at the Palmer Police Department. The current X26P tasers are approximately 10 years old and have exceeded their typical 5-year warranty life, with repair costs becoming comparable to new units. The replacement will outfit every officer with a new taser, ensuring they are equipped with reliable and functional less-lethal force options. The old units will be retired. This purchase is seen as more cost-effective than a phased approach or upgrading to a significantly more expensive newer model like the X7. The cost includes cartridges, batteries, holsters, and some training materials. The department does not recommend an extended maintenance agreement for the X26P model due to its history of reliability within its lifespan.
Police Department VHF Antennas to be Replaced for Improved Communications
The Town Council authorized $11,883.54 from free cash to replace two aging fiberglass VHF antennas on the Palmer Police Department's main repeater on Breidge Hill. These antennas are 12 years old and have been found to be performing below acceptable standards, causing signal degradation and communication issues. The replacement is necessary to ensure reliable communication for the department. The previous upgrades in 2014 addressed repeaters, but the antennas themselves have reached the end of their effective lifespan.
