The commission discussed several deviations from current code requirements, including reduced parking setbacks, the location of a dumpster enclosure, and tree species for perimeter screening. The Board of Zoning Appeals (BZA) had previously approved conditional uses for the vehicle maintenance facility and the drive-thru restaurant, with conditions including the traffic signal installation and enclosed operations. Staff recommended approval with modifications, highlighting that the TCOD allows for deviations from zoning code if approved by the commission. Public comments focused on traffic concerns, particularly the potential for Dutch Bros drive-thru backup onto Broad Street and John Ree, the adequacy of parking, the aesthetics of buildings and parking, and the need for sidewalks. The commission discussed the feasibility of relocating buildings to improve street-facing aesthetics and addressed traffic flow concerns, noting that the applicant has secured leases for the tenants and committed to additional parking. Ultimately, the commission voted 5-2 to approve the TCOD application with two conditions: addressing staff comments on lot numbering and easements, and the completion of intersection improvements before occupancy.
Planning Commission Recommends Against Data Center Project Amidst Resident and Staff Concerns
