Pella Approves Purchase of Airport Snow Removal Equipment with FAA Grant Funding

The council approved Resolution number 7080, which accepts the low bid from Mercury Equipment for airport snow removal equipment and authorizes the submission of an FAA 319 II Ja AIG and 3-190012019 2026 AIP grant application. Mercury Equipment was the sole bidder at $440,716, which was below the engineer's estimate of $450,000. South Central Regional Airport Project Faces Challenges; City Council Recommends Discontinuation

The council discussed the status and future of the South Central Regional Airport Project. Originally conceived in 2012 as a partnership between Pella, Mahaska County, and Oskaloosa to combine smaller airports into one regional facility, the project faces significant challenges. These include the inability to acquire remaining property, the need to close 220th Street, and the repayment of approximately $5.2 million in FAA grants by 2039. Due to these issues and FAA restrictions on funding other airport improvements until a decision is made, staff recommends discontinuing the regional airport pursuit and directing the SCR board to sell property and repay grants. The return of grant funds may be eligible for projects at the Pella and Oskaloosa airports. The council will work with Oskaloosa on a recommendation to the SCR board, which makes the final decision. The court ruling against the termination provision of the 28E agreement means withdrawal by a party incurs damages. Concerns were raised about the complexity of selling land and repaying grants.
