State Legislation to Impact Local Zoning and Permitting Procedures
The planning commission was introduced to three new state bills that will impact local land use and permitting: HB 1859 (allowing increased residential density for affordable housing on religious institution property), HB 2418 (setting new standards for permit efficiency and transparency), and HB 2266 (requiring updates to zoning by 2028 to support permanent supportive housing, transitional housing, and emergency shelters). Staff will prioritize work based on deadlines and will bring individual updates and code amendments to the commission.
City to Consider Land Use Regulations for Drone Delivery Bases
The planning commission was informed about the city's need to develop land use regulations for drone delivery bases, as Walmart plans to expand its drone delivery program into Washington State, potentially including Port Orchard. Currently, the city's land use code is silent on drone bases, and the FAA regulates drone flight. Staff will work on defining drone bases as an accessory use and determining their permissibility in various zones.
Sherman Avenue Stormwater Park: Concept Designs Presented and Public Input Sought
The planning commission received an update on the Sherman Avenue Stormwater Park project, which included a summary of a recent community workshop on concept designs. Three preliminary park alternatives – Trails and Conservation Park, Family Nature Park, and Community Garden and Recreation Park – were presented. The project aims to create a regional stormwater facility that also facilitates community use and enjoyment. Further public input is being gathered through a survey until July 12th, 2026.
Planning Commission Identifies Top Priorities for Development Review Efficiency
A survey of planning commission members regarding code efficiency revealed key priorities for improving the development review process. The highest priorities identified were creating objective design standards with graphics, consolidating redundant review steps in the site plan process, and creating a pre-approved landscaping plant list. These changes are seen as ways to reduce disputes, increase predictability, and streamline the review process for applicants and staff.
New Downtown Refacing Grant Program to Accept Applications
The city is launching a downtown refacing grant program, accepting applications starting Friday. The program aims to provide matching funds for eligible properties located in a specific downtown area. Details on the policy, eligible properties, and matching fund amounts are available on the city's website.
