Portage Council Debates and Tables New Public Comment Rules
The City of Portage Common Council discussed and tabled Resolution 26-13, which establishes rules for public comment at city council and other board or commission meetings. Portage Council Approves Several Procurement Items

Portage Council Approves Zoning Changes for Airport Road Development
The City of Portage Common Council reviewed and approved two ordinances related to zoning changes on the east side of the 3600 block of Airport Road. Ordinance 26-05 rezoned approximately 1.195 acres from M2 to IS. Ordinance 26-06, for a larger area of approximately 41.186 acres on the same block, changed the zoning from M2 to a Planned Development M2. Councilwoman Vasquez expressed support for Ordinance 26-06, highlighting its potential to offer a 'stepping path to home ownership' for young people and improve the quality of life, despite concerns about traffic on Airport Road. Both ordinances passed with a vote of 5-2.
Portage Council Tables Financial Policy Resolution Amidst Audit Concerns
The City of Portage Common Council discussed and tabled Resolution 26-12, which adopts internal clerk treasurer financial policies. The resolution stems from seven repeat findings of non-compliance and lack of internal controls identified during a State Board of Accounts audit. The clerk treasurer explained that the proposed policies, developed as Corrective Action Plans (CAPs), are designed to establish standard operating procedures and adhere to internal controls. While legal counsel and the clerk treasurer's office recommended approval, citing the need for transparency and risk management, some council members requested more time to review the extensive documentation, leading to the tabling of the resolution until the July meeting. Concerns were also raised about the potential impact of not passing it immediately, with the clerk treasurer noting that the policies are already implemented to maintain compliance.
