City Council Reviews Preliminary Long-Range Financial Plan with Northland Public Finance
The City Council held a workshop to discuss the preliminary long-range financial plan, presented by Northland Public Finance representatives Tammy Omdahl and Jessica Green. The plan, funded by grant funds, is a preliminary tool for responding to changes and assumptions, with a final version expected in the fall. It focuses on revenue sufficiency for all city funds and levy/rate calculations. The model projects future tax levies and rates, with development assumptions being a significant variable. Utility rate increases are also projected, with sewer rates seeing larger annual increases to service anticipated debt for upgrades. The plan includes projected capital project spending from 2026-2036, with significant investments planned for the wastewater treatment facility. Debt issuance is anticipated, impacting total debt outstanding. The report also details projected city cash balances for major funds, meeting current policy objectives. The financial plan is intended to be a macro, long-term vision to inform annual budget and CIP decisions, with ongoing updates as new information becomes available.
City Council Reviews Preliminary CIP, Seeks Feedback on General Fund Support and Levy Increases
The City Council discussed the preliminary Capital Improvement Plan (CIP) for a five-year outlook, emphasizing its dynamic nature and alignment with long-range plans. The CIP involves a systematic approach to ranking and evaluating project proposals to coordinate city-wide needs and uncover funding sources. Staff presented a summary of 145 proposals totaling $29.5 million in costs, with $27.25 million in proposed funding sources. Approximately $4.45 million of general fund support is proposed for 61 projects that are entirely or partially funded by the general fund. The council's feedback is sought on the level of general fund support for capital projects, with current proposals showing an increasing escalation of general fund support over the next five years. Key projects highlighted include the public safety facility, public works facility planning, and the wastewater treatment plant. Road projects, park improvements, and alleyway reconstructs are also detailed within the CIP. Concerns were raised by council members regarding the sustainability of proposed levy increases and the impact on residents, particularly in conjunction with potential county and school district tax increases.
