The Planning Commission heard a Use Permit Application (UP-2026-00181) by Jim Huber to allow outside storage of construction materials, tools, vehicles, and equipment in a floodplain at 5115 Eastside Road. Staff presented the site plan, highlighting its location in the HC Heavy Commercial District and adjacent to residential areas. Key issues addressed included the property's location within the Montgomery Watson 100-year floodplain and the need for buffer yard screening. A flood study by Pacific Hydrologic Incorporated concluded the project would have no measurable impact on flood levels. The existing wall along the north and east property lines provides screening, and maintaining it would not conflict with floodplain requirements. Staff recommended approval, finding the project appropriately located and consistent with environmental regulations under CEQA. The commission discussed potential storage of hazardous materials, impervious surfacing thresholds, and the flood study methodology. The public hearing was opened and closed with no public comment. The commission unanimously approved the use permit.
