The council considered a letter of support for a Colorado River Valley Transit Feasibility and Planning Study. This study, requested by the Northwest Council of Governments and the Colorado River Economic Development Partnership, aims to analyze existing regional transit conditions and recommend improvements, including potential changes to the system and revenue options. Early Childhood Development District Rebrands and Advances Funding Initiatives
The council received an update on the Confluence Early Childhood Development Special Service District, which has been working on establishing its operational framework after a tax issue passed. Key developments include renaming the district to 'Every Child Parachute to Aspen,' hiring an interim director, developing administrative systems, drafting policies, and establishing board norms. The district has collected over $2 million and is projected to collect $12.1 million in its first year. The focus is now on data gathering to understand community needs for early childhood education and developing funding schemes for tuition subsidies and quality/capacity grants. The district's mission is to ensure every child has a strong foundation by investing in accessible, high-quality early childhood education, with a vision for children to flourish, families to thrive, and economies to prosper.
Rifle Explores Potential Multi-Million Dollar Field House and Activity Center
The council received a comprehensive feasibility study for a potential field house/activity center/community center in Rifle. The study analyzed market demographics, gathered extensive public feedback, and evaluated potential sites, ultimately recommending the Metro Park location due to efficiencies with the existing pool complex and connectivity to local trails and amenities. The proposed concept includes indoor court space, a turf area, aquatics, a fitness space, an indoor playground, and flexible rooms. The study estimated construction costs for the non-aquatic facility at $30 million and the full facility with aquatics at $46.6 million. Annual operating costs are projected at $1.8 million, with an anticipated revenue of $1.2 million, resulting in an annual deficit of approximately $600,000. The study emphasized the importance of aligning the facility's size and amenities with the community's needs and financial capacity, suggesting options for phased development or future expansion.
CMC Teacher Apprenticeship Program Graduates First Colorado Apprentice, Cultivates Local Talent
Colorado Mountain College (CMC) presented an update on its successful teacher apprenticeship program, highlighting the graduation of Justine Terry as the first registered teacher apprentice in Colorado, employed by Garfield RE2 School District. The program, a collaboration between CMC and Garfield RE2, allows apprentices to work full-time while earning their bachelor's degree, with tuition support from the district and financial aid. The program boasts a high persistence rate (85% for cohort one, 100% for cohort two) and aims to address teacher shortages by cultivating local talent. CMC is also developing concurrent enrollment education classes at Rifle High School and expanding its skills and trades programs. The program is described as a pathway of care and support, designed to retain educators within their communities and reduce student debt.
Rifle Council Reviews New On-Demand Public Transit System
The council reviewed an update on the Parachute Area Transit System (PATS), which has transitioned to an on-demand service provider, VIA. The presentation detailed the app-based and call-in system for requesting rides, service areas, operating hours, fare structures, and features like real-time tracking and user reviews. The service aims to provide flexible and accessible transportation within Rifle and between Rifle and Parachute. Several council members and community members expressed positive feedback based on early usage, highlighting its convenience and potential to improve daily commutes and access to essential services for residents without personal vehicles. The system is designed to be user-friendly, accommodating both smartphone users and those who prefer to call. Fares are set at $1 for rides within Rifle or Parachute and $4 for the fixed route between them.
