The town is working with Dwit to resolve these issues and reopen the road. Additionally, a discussion occurred regarding the use of bond-financed facilities, specifically concerning the museum and community center spaces. Bond counsel has raised requirements related to private use restrictions, necessitating a review of town policies and procedures. The status of Steve Thomas's contractual relationship and his commitment to completing the upstairs museum space is unclear, with concerns about potential loss of donated work and artifacts if agreements are not finalized by July.

The property straddles town lines, and enforcement challenges arise due to the concerts primarily occurring on the Town of Clay side, which reportedly lacks proper permits and zoning. Residents are urging the Town of Salina to collaborate with the Town of Clay to address these issues.
Town of Salina Receives Clean 2025 Audit Report; Auditors Recommend Building Reserves
Gross & Moore presented the 2025 audit findings, reporting a clean audit with no issues or concerns, indicating an unmodified opinion. Key financial highlights included a decrease in net position of approximately $1.8 million, offset by an increase in the Redevelopment Corporation (RDC) net position by a similar amount due to a timing difference in asset transfer. Total government activity expenses were $22.5 million, with revenues at $19.4 million, primarily from property taxes. The general fund balance increased by $580,000. A townwide deficit of $16.2 million was noted, largely attributed to the capital projects fund, which is common when projects are financed through long-term debt before revenue recognition. The auditors also discussed significant accounting estimates like pension liability ($1.7 million) and Other Post-Employment Benefits (OPEB) liability ($8.4 million), noting the state's underfunding of the pension system and the inability to pre-fund OPEB. Reserves were discussed, with the town having $68,000 in a repair reserve and $2,600 in an equipment reserve, which are considered low compared to similar municipalities. The auditors recommended building reserves for future capital asset replacement.
Town Adopts Social Media Policy; Approves Road Closure for Block Party and Budget Modifications
The town adopted a social media policy. Additionally, a temporary road closure for Long Lane to Parkway on September 6, 2026, from 12:00 PM to 10:00 PM was authorized for the annual block party. The town also approved budget modifications and transfers, including paying principal on sewer debt for the sewer back truck and for electronics Parkway and Boulevard sewers. A motion was made to close escrow for 230 Commerce Boulevard, as the project is complete and remaining fees are to be returned to the developer.
Town Approves Cleaning Services Contract, Audit Fee Payment, and Seasonal Aquatic Staff Appointments
The town authorized several procurement actions. A three-year agreement with CleanTech for floor care and carpet cleaning services was approved. A payment of $3,437.22 to the New York State Teamsters Council Health and Hospital for an audit fee was authorized. The town also appointed seasonal aquatic staff as submitted by parks and recreation.
