Resilience Hub Project Nears Completion, Secures NEM 2.0 Designation
The Resilience Hub project, involving solar panels on the Magnolia parking lot and a battery storage system in the town employee parking lot, has reached substantial completion. Despite challenges such as site conditions and incorrect material orders, electrons are now flowing from the solar panels to Town Hall. A key milestone was meeting the deadline for NEM 2.0 designation, which impacts how excess solar energy is priced by PGE. The project is awaiting specialized parts for the generator. A notice of completion will be brought to the town council once fully finalized. Plans for outreach include newsletters, social media, Nextdoor, Facebook, and potentially analog methods like informational postcards. The project's fiscal impact could include reimbursement of up to 50% of costs through investment tax credits, domestic content bonus credits, and Harbor Tax Credits. Funds recouped will go back into Measure J for further capital expenditures. A ribbon-cutting ceremony is planned for June.
Ross Valley Paramedic Authority Amends Joint Powers Agreement for Centralized Operations
The Ross Valley Paramedic Authority (RVPA) JPA has been amended and restated to centralize operational and fiscal processes, with an effective date of July 1, 2027. The updated agreement clarifies governance, including two-thirds vote requirements for certain decisions, and outlines the financial structure, which is funded by a parcel tax and transport revenues. A key goal is to equalize tax rates among member agencies over four years. The agreement also includes legal protections for member agencies, stating RVPA debts are not their own. Feedback from all eight member agencies was incorporated into the revised JPA. The Town of San Anselmo Council is recommended to adopt the resolution approving this amended agreement.
San Anselmo Library Reopens After Extensive Roof, HVAC, and Interior Renovation
The San Anselmo Library Roof, HVAC, and Interior Refresh Project has reached substantial completion. The project involved replacing the original 1961 roof, installing a new HVAC system with new ceiling fans, and decommissioning the old boiler. The children's area has been renovated with a new layout, daylighted windows, benches, colorful furniture, and an opened wall. The library remained operational throughout construction by utilizing a temporary mini-library. The project's budget was only 2.5% over the base contract due to minor surprises during construction. Funding included a $100K grant from Bay Ren for HVAC electrification, a $150K donation from Friends of the Library for interior beautification, and the remainder from the town's building and maintenance fund. Future plans include daylighting two more windows and replacing exterior windows. The library celebrated its opening on April 18th. Community volunteers, specifically Friends of the Library, contributed 20% of the project costs. Collaboration between Public Works, Friends of the Library, and the Climate Action Committee (which secured the Bay Ren grant) was highlighted.
