New Fire Training Building Named in Honor of Andrew D. Castiglione
The new Seabrook Fire Training Building has been officially named the Andrew D. Castiglione Fire Training Building in recognition of his exceptional dedication and service. Andy Castiglione joined the Seabrook Volunteer Fire Department in 2006, served as Assistant Fire Chief from 2014, and was instrumental in conceiving, designing, and implementing the new training facility. The resolution highlights his commitment to improving firefighter preparedness, safety, and emergency response capabilities for the benefit of the city and its citizens for many years to come. The naming ceremony included a reading of the resolution and personal remarks from council members and fellow firefighters acknowledging his selfless leadership and impact.
Concerns Raised Over Roughness of North Meyer Road Project
The Council discussed the roughness of the North Meyer road project, with concerns raised by Councilmember Sanford regarding the driving experience. City staff explained that the road was constructed to the design specifications, and the current roughness is due to the significant number of joints and the surface texture, not a construction error. While not outside the original scope, the city is evaluating potential next steps, including scraping or diamond scraping, which would require additional quotes and cost assessment. The city will review the contract to determine responsibility for any corrective actions, as council members feel the city should not bear the cost of fixing a 'terrible pour' if it resembles a country road. The project involved concrete pavement, and a transition from concrete to asphalt was noted as a difference in surface feel.
Seabrook Police to Trial 'Drone as First Responder' Program
The Seabrook Police Department is proposing a one-year trial of a 'Drone as First Responder' (DFR) program in partnership with BRINC. This program involves a single drone housed in an automated hangar, integrated with the city's Computer-Aided Dispatch (CAD) system. Upon dispatch, the drone can launch automatically to the incident location, providing real-time aerial information to first responders. This initiative aims to enhance response capabilities, improve officer safety by providing initial situational awareness, and potentially assist in locating missing persons or managing traffic incidents on major roads like Highway 146. The trial is at no cost to the city, and the agreement can be canceled at convenience. The drone is equipped with FLIR technology and can be used to deploy life-saving measures like Narcan or a life preserver. The program will track metrics, and additional training for officers is planned.
Council Approves Incentives for Restaurant and New Craft Beer Development
The City Council is considering two incentive agreements recommended by the Seabrook Economic Development Corporation (EDC). The first is for Merlin Restaurant, a small business, for a maximum of $26,900. The second, for Neighborhood TAP, is a new construction and development grant for a maximum of $200,000, which fully utilizes the grant budget for the fiscal year. Both agreements were approved by the EDC prior to council review. The Neighborhood TAP project is described as a unique concept within the craft beer industry, aimed at attracting visitors and offsetting potential tax increases from state legislation, with local Seabrook residents involved in its development. The council expressed appreciation for the EDC's revised incentive policies, which made these grants more palatable compared to earlier, larger requests.
Seabrook Fire Station Renovation Moves Forward with New Contractor
The Seabrook Volunteer Fire Station Addition and Renovation Project is proceeding with two key approvals. First, a tender agreement with Continental Casualty Company was authorized. Second, an AIA agreement was approved with MCA Construction as the substitute contractor for the project, with a not-to-exceed amount of $2,494,074. Questions were raised about the start date for MCA Construction, and while a precise date was not provided, it was indicated that conversations are ongoing, and they should be able to proceed within the month. The project duration was noted as 120 days from beginning to final completion. Council members expressed concern about the building being exposed during hurricane season and emphasized the need for timely completion.
