City Awarded Grant for Water Plant System Upgrade

The council authorized acceptance of a grant from the Department of Health and Senior Services, Office of Dental Health, for the replacement of the fluidization system at the water filtration plant. The existing system is aged and requires manual handling of HFS, posing safety and operational concerns. The new system will modernize the process with updated equipment, double wall containment, an enclosed transfer system, digital measurement, and automated metering pumps to improve safety, accuracy, and efficiency. The state will reimburse the city up to $16,634 for the project. Hopkins Water Treatment Branch provided the lowest quote at $16,634. The agreement requires the city to maintain fluidization levels for five years and provide staff training. Bill 2026-67 authorizes this contract. The measure passed with seven yes votes and one absent.

City Council Reaffirms Conflict of Interest Disclosure Ordinance

The city council considered and adopted an ordinance readopting the city's conflict of interest disclosure ordinance (Bill 2026-64). This ordinance is required every two years to comply with Missouri Ethics Commission requirements and reaffirms established processes for disclosing potential conflicts of interest and substantial financial interests by elected officials, appointed officials, and certain employees. The ordinance aims to ensure transparency, accountability, and public confidence. Public comment was received from Debbie Cington, who advocated for greater transparency beyond disclosure forms, citing examples from St. Louis and expressing concerns about increased citizen costs and existing ordinances perceived as limiting free speech.
