Shilo City Council Adopts Tentative Budget of $149.6 Million for Fiscal Year 2027

The City Council adopted Resolution R2026-14, approving the tentative budget and establishing expenditure limitations for the fiscal year ending June 30, 2027. The proposed budget totals $149,615,506. This represents an increase from the fiscal year 2026 budget, with projected revenues including beginning fund balance, other financing sources, interfund transfers, and operating revenues of $85 million. Key revenue sources include local sales tax (projected at $18 million) and intergovernmental revenues, such as airport grants ($7.2 million, including Contour Airlines agreement) and transit grants. Expenditures are allocated across capital projects ($69.2 million, with $22 million designated for Scott Ranch Road), general operations ($35 million, including public safety), and personnel ($22.5 million, with additions to the library, police, and water departments). The budget also maintains three months of operating reserves in major funds. The council also noted that the CPI increase for waste management services will take effect July 1st, resulting in a slight increase in monthly bills.

City Approves Purchase of Senior Center Dining Room Property with CDBG Funds

The City Council considered an ordinance authorizing the purchase of real property for the senior center dining room, which is part of a larger building that also houses the Meals on Wheels program. Grant funds from the Community Development Block Grant (CDBG) program, administered by the Arizona Department of Housing and Northern Arizona Council of Governments, were approved for this purchase and subsequent rehabilitation. The city will purchase the property from Grit AZ LLC for $170,000, which is the appraised value. This ownership will enable the city to seek grant funding for the facility's rehabilitation, as grant funds cannot be used for buildings not owned by the city. A request of $2,500 was made to cover potential fees for the release of the deed of trust, which are not covered by the grant. The ordinance was adopted unanimously.

Verizon Cell Tower Approved for Frontier Field to Improve Cellular Service

The City Council considered and approved a ground lease agreement with Cell Code, doing business as Verizon Wireless, for the installation of a light pole cell tower at Frontier Field. The project aims to address a noted cellular service weakness or gap at the park, especially during busy times. The proposed 80-foot tower will replace an existing 69-foot light pole, with the ground equipment facility located outside the fence and enclosed by an 8-foot block fence. Verizon will pay $18,000 annually, with a 2.95% annual increase. The lease term is five years, with automatic extensions for two additional five-year terms. Upon expiration, the communication facility will convey to the city, or Verizon can be required to remove it. The agreement is pending Verizon's final approval, with staff recommending authorization for the city attorney to accept minor changes and the mayor to sign the documents. The motion to approve passed unanimously.
