Hastings Master Plan Revisions and Phase 5 Subdivision Application Accepted for Review
The Planning Commission reviewed and accepted the PP01 2025 Hastings master plan revisions and the IF01 2026 Hastings phase 5 preliminary and final minor subdivision application. The master plan revision is to change a portion of the Hastings development (Phase 5) from commercial to residential use, a departure from the original 2016 approval. The subdivision application is for the associated land development plans for this phase. Residents expressed significant concerns about existing issues in prior phases, including road conditions, signage, and tree preservation, and requested these be addressed concurrently with Phase 5 development. The commission acknowledged these concerns, noting that many fall outside the scope of the current planning commission meeting but will be addressed by township staff. The applications were accepted for further review.
Planning Commission Approves Kosski Plan of Lots Subdivision
The Planning Commission reviewed and discussed the S012026, Second Revision to the Kosski Plan of Lots, a preliminary and final minor subdivision application for parcels 256 L1, L2, and L9, zoned C2. This application involves consolidating three existing lots at the corner of Newberry Drive and Miller's Run Road into one new lot. The plan includes abandoning some existing lot lines (indicated in red) and creating new ones (indicated in blue). The commission confirmed that the new lot would align with the railroad right-of-way and that there were no overlaps or easements with it. The county's review letter from September 19, 2023, was noted, and no new date was provided as their review remained consistent. The commission approved the application in accordance with the GTE and Allegheny County review letters.
Hastings Development Phase 5 and Master Plan Revisions Accepted for Review Amidst Resident Concerns
The Planning Commission considered the Hastings Phase 5 Preliminary and Final Minor Subdivision Application ( parcels 571810, zoned ND) and related revisions to the Hastings master plan. The master plan, originally approved in 2016, designates parcels for residential and commercial use. Phase 4, initially planned for apartments, was developed as townhomes and single-family homes. Phase 5, originally designated for commercial use, is now proposed for residential purposes, necessitating a master plan revision. Residents expressed significant concerns regarding the completion and remediation of issues in previous phases (1-4), particularly concerning private roads, street signs, traffic control, sidewalks, tree preservation, and street lighting. They highlighted the potential financial burden of maintaining over 70% of roads designated as private and requested that Braybank Street in phase 5 be a public road. The commission acknowledged these concerns and emphasized that the current meeting was for application acceptance, with full review to occur at a later date. The acceptance of the application for Phase 5 and the master plan revisions was moved and approved.
Planning Commission Recommends Approval for 180 Planned Shopping Center Amidst Traffic and Setback Discussions
The Planning Commission reviewed and discussed the 180 Planned Shopping Center Preliminary and Final Land Development Application, which includes parcels 256 L1, 256 L2, and 256 L9, all zoned C2. The application largely mirrors previously approved plans from 2023, with notable additions of second-level square footage for offices and warehouse/storage. Several variances granted in 2023 were carried forward, including those for lot area, sideyard setback, front yard parking setback, and maximum impervious surface area. The primary reason for the current review was the increase in square footage and its potential impact on traffic patterns. The commission also discussed environmental permitting that had caused a three-year delay, NPDS and DP joint permit approvals, and HOP permits for entrances along Miller's Run Road. Significant discussion focused on parking adequacy, traffic flow, and potential improvements, including conditional approval related to PENDOT's review of traffic impact studies. Concerns were raised about the access from Newberry Drive, and the possibility of adding stop signs or other measures to alleviate congestion. The commission ultimately recommended approval of the application, conditioned upon the GTE and Allegheny County review letters, and including language relative to post-construction traffic assessment and improvements that would not preclude right-in/right-out access.
Smith Henny Lot Line Adjustment Application Accepted for Review
The Planning Commission reviewed and accepted the S02 2026 Smith Henny lot line adjustment plan, a preliminary and final minor subdivision application for parcels 328G13 and 328G30, zoned R2. This application aims to adjust the lot line to include a barn area onto an adjacent parcel. The properties are located in both South Fayette Township and Collier Township, with the majority of acreage in South Fayette. The applicant has provided required documents for subdivision purposes, and the plan will need approval from both townships. Comments from Allegheny County and Collier Township have been received and will be addressed. The commission recommended and accepted the application for review.
