City Council Consolidates Board of Adjustment Duties with Council
The City Council approved the third and final reading of Ordinance 2026-05, which dissolves the separate Board of Adjustment and designates the City Council as the Board of Adjustment. This consolidation means the City Council will now handle duties previously assigned to the Board of Adjustment, such as variances and other decisions presented by the code officer. This change is being made as the separate Board of Adjustment has not met for approximately 20 years.
Economic Development Sales Tax Report Shows Nearly $1.9M in Revenue Since 2012
The City Council approved the semi-annual report from the Citizens Advisory Committee for the local option municipal economic development sales tax. Since 2012, revenues have totaled $1,894,682.31, with expenditures at $1,860,291.66, leaving a current balance of approximately $34,000. The report noted that various projects have been funded through forgivable loans, low-interest loans, and zero-percent loans, with Heartland Counseling being the latest project funded.
Design Commission Approves Black Fence Paint at 618 Dakota Avenue, Denies Building Color Change
The Design Commission approved a request for the fence at 618 Dakota Avenue to be painted black, but denied the request to paint the entire building black. The owner had already painted the inside of the fence black without prior approval. The City Council motioned to allow only the exterior fence portion to be painted black. The owner must return to the Design Commission for approval if they wish to paint the building another color.
City Council Denies Rezoning for Midwest Transportation Event Center
The City Council denied a rezoning request for Midwest Transportation LLC to change approximately 6.2 acres from R2B residential to C4 commercial for an event center, parking, and storage. The denial was based on findings that the rezoning failed to promote the zoning code's purposes, was inconsistent with orderly development and the comprehensive plan, incompatible with surrounding residential uses due to noise, lighting, and traffic, and presented adverse traffic and safety impacts. Multiple neighboring property owners also voiced opposition.
City Approves Budget for Golf Course Operations, Establishes New Fund
The City Council approved the establishment of a new fund (Fund 128) and budget amendments to operate the city golf course. This involves moving $295,000 from community development operating to culture and recreation operating and $105,000 from community development operating to cultural and recreation other capital outlay, totaling $400,000. Revenues for this operation will come from the CDA and a donation of $250,000. This action allows for the expenditure of funds for the golf course operation, with the last month of the season falling into the next budget cycle. The move was supported by council members, with Nancy and Oscar having spent significant time on the project.
