Roundabout Project Nears Completion; 16th Street Corridor Study Launched

The Speedway Redevelopment Commission discussed the ongoing roundabout project near Gate 1 of the Indianapolis Motor Speedway (IMS). The project is nearing completion with minor punch list items remaining, such as addressing condensation in a light bar and small cracks in the cement. A ribbon-cutting ceremony is scheduled for the following day at 9 a.m. Additionally, the commission is moving forward with the 16th Street corridor study, which will include a public-facing website accessible via QR code for residents to view the current situation and provide feedback on future improvements for the corridor. The Carl G. Fisher Memorial Partnership is also progressing well and receiving positive feedback.

Speedway Announces Centennial Events, Encourages Time Capsule Contributions

The commission discussed upcoming community events, including 'Rocket on Main' on Friday from 5-10 p.m., weather permitting, and various events for the town's centennial celebration. Key centennial events include digging up the old time capsule on June 13th at 9 a.m., with subsequent extraction of contents at the Fisher gymnasium. A scavenger hunt will also launch on June 12th via the 'Goose Chase' mobile app, offering prize packages that may include race tickets. Residents are strongly encouraged to contribute letters to the time capsule, sharing their experiences as residents, business owners, or long-term visitors. Letters can be dropped off at town hall or the library, or emailed to cmeter@speedwayin.gov.

Commission Approves TIF Pass-Through Resolution, No Pass-Through Recommended for 2027

The commission approved Resolution 2026-10, which addresses the Tax Increment Financing (TIF) districts. Financial analysis by Cronin Associates determined that none of the TIF districts are projected to exceed 200% for the 2027 fiscal year. Consequently, the recommendation is to not implement a TIF pass-through for this year. This resolution needs to be submitted to the auditor and distributed to taxing units by the June 15th deadline. The commission members expressed appreciation for the detailed analysis, noting that some TIF areas were previously close to the 200% threshold, indicating good performance and potential for future projects.

Change Order Approved for Roundabout Irrigation System; Accuracy of Pressure Data Questioned

The commission reviewed and approved Change Order 005 related to the roundabout irrigation system. The original irrigation nozzles were specified for approximately 68 psi, but the actual water pressure at the site was found to be around 40 psi, resulting in insufficient coverage. A nozzle change was required to address this, costing $530.50. The contractor is being reimbursed because they initially used the water pressure information provided by the town. Concerns were raised about the accuracy of initial water pressure data and the potential for future pressure changes. The commission acknowledged this as a minor cost due to luck but emphasized the need for double-checking such details in future projects.
