City Council Approves New Maintenance Engineer Position for 2026 Budget
The council approved a resolution for a new maintenance engineer position, a full-time equivalent (FTE) that was planned for in the 2026 budget. This position will address cleaning needs in the new city hall and other city facilities, including the community center, fire hall, wastewater treatment plant, water treatment plant, and public works. The need for this FTE was identified through an analysis indicating increased workload and a desire to utilize staff more effectively rather than relying heavily on contracted services. The position is currently being advertised.
City and School District Renew Partnership for Youth Development Programs
The council approved a Memorandum of Understanding (MOU) for youth development and youth service programs with School District 508. This partnership, which has been ongoing for over two decades, involves an exchange of resources. The MOU has remained largely unchanged, with the city providing services to the district based on their criteria. The agreement typically runs from July through January 2nd. The funding for these services has not changed significantly in many years. The city is acting as an agent for the district in providing these resources, and if the city determines the services are no longer affordable, they have the option to terminate the programs, not the school district.
City Council Updates Social Media and Internet Use Policy
The council adopted an updated social media and internet use policy. The revised policy modernizes and expands the existing framework to better reflect current communication practices, incorporate increased security standards, address records retention and accessibility, and provide clearer employee responsibilities for social media accounts. Key changes include moving detailed process and approval workflows to an appendix for clarity, standardizing employee use of social media management software (Buffer) to prevent accidental posting from personal accounts, and enhancing guidelines for employee engagement, approvals, accessibility, and records retention.
New City Hall Project Overcomes Contingency, Nears Completion
The council reviewed and approved four change orders for the new city hall project, bringing the project to approximately 95-98% completion. While the change orders resulted in an overspending of the contingency fund by about $6,000, this is considered acceptable given the initial small contingency for a remodel project. A significant portion of the change orders, around $40,000, is attributed to a lightning strike that damaged smoke and fire alarm systems, which were integrated into the main contract for seamless operation within the single building. Despite the overspending, the project is considered financially sound. The council also received information on the overall project budget, with much of the remaining costs to be incurred in the coming months. The project is awaiting technology implementation, furniture installation, and fiber optic connectivity, with a hold on fiber placement due to higher standards required for law enforcement and court traffic.
City Approves Lease for Expanded MRVT Transit Facility at New City Hall
The city council approved a lease agreement with Minnesota River Valley Transit (MRVT) for additional garage and office space at the new city hall. This lease, which will be finalized by the MRVT board in July, is driven by the development of new city hall. MRVT will pay approximately $30,000 annually for the expanded space, an increase from their current $14,000 payment, reflecting the additional square footage. The lease has no fixed end date but is connected to the joint powers agreement between the city and Lousour. The expanded facility can house six buses, three more than currently, and includes a mechanical room. The indoor space is expected to reduce bus warm-up/cool-down times, minimize operational disruptions due to weather, and lead to cost savings. Nearly 60,000 rides are provided within St. Peter annually.
