Stewart CRA Approves Public Art Mural After Debating Process and Artwork
The board considered a resolution for a minor conditional use approval for a public artwork mural titled 'Heritage Vitalis' to be painted on the exterior southern, western, and eastern walls of the Flagler Park public restroom building at 221 Southwest Flagler Avenue. The artwork was proposed by Stewart Main Street, which managed the Request for Proposal (RFP) process using its own funds, with the CRA later asked to approve a $3,000 matching grant. There was extensive discussion regarding the procurement process, the artwork itself, and the use of public funds. Ultimately, the resolution to approve the mural was passed with a 6-1 vote, and the subsequent resolution to authorize the $3,000 grant was also passed with a 6-1 vote.
Stewart CRA Approves Business Improvement Grants for Multiple Properties
The Community Redevelopment Agency (CRA) Board considered several applications for its Business Improvement Grant Program for fiscal year 2026. The program provides matching grants of up to $10,000 for exterior property improvements to encourage private investment in the CRA. Four businesses/properties were approved for grant funding: Avonlea Commerce Center ($10,000 grant requested, $61,397 total investment), Gary Law Building ($10,000 grant requested, $24,500 total investment), Geiger Downtown LLC (requesting $10,000 grant for multiple businesses, $44,000 total estimated improvement cost), and Kaiser Dermatology ($2,830 grant requested, $5,660 total estimated improvement cost). The Owl House Properties' application for impact windows and parking lot improvements was also approved, with a grant match of $10,000 and a total estimated improvement cost of $51,925.
