Sturgeon Bay Council Approves Consent Agenda: Licenses, Street Closures, and Committee Minutes
The Sturgeon Bay City Council approved the consent agenda, which included minutes from various committee meetings (City Planning Commission, Finance Purchasing and Building Committee, Local Arts Board), financial reports (bank reconciliation, revenue and expense report), and several requests for licenses and street closures. Approved items included beverage operator licenses, Class B and A combination licenses, Class C wine licenses, mobile food trailer permits for Starry Night LLC (Papa Bees) and The Dog House Food Trailer, street closures for Steward Rich Day, Harmony by the Bay, Sturgeon Bay Farmers Markets, and Open Door Pride, and sidewalk cafe approvals for Bluefront Cafe and Starboard Brewing Company. Councilmember Mattson thanked Police Chief Henry and his staff for their efforts in coordinating street closures, especially with the new technical road barriers.
Sturgeon Bay Council Approves Over $768,000 in Bills Across Multiple Funds
The Sturgeon Bay City Council reviewed and approved a total of $768,829.87 in bills across various funds. The approved amounts include $74,349.70 for the General Fund, $526,712.17 for the Capital Fund, $5,623.31 for Cable TV, $25,709.32 for TID, $7,920.93 for the Solid Waste Enterprise Fund, and $128,514.44 for the Stormwater Utility. The approval followed a standard procedure, including a motion, second, and a roll call vote.
Heron Crossing Development Agreement Approved with New Partners, Revised Financing, and Adjusted Timelines
The Sturgeon Bay City Council approved the development agreement for Heron Crossing LLC, subject to conditions. The project has new development partners, with Paul Shefchik and other Shefchik family members taking over from FM Development. This new group self-finances, eliminating the need for outside financing. Key changes to the agreement include adjusted time periods for achieving equalized assessed value benchmarks due to the partner change. The agreement also clarifies the deferred special assessment structure, forgiving approximately $19,000 per lot annually for three years for the affordable housing portion, similar to the Geneva Ridge project. The financing structure was revised from three phases to two, combining phases one and two to better align with sales goals and housing demand, particularly for workforce housing lots. This consolidation is projected to have minimal negative impact on the pro forma, still generating an estimated $2.066 million in excess TID revenues by the time the district closes, with expenses paid by 2036 (an approximate 8-year payback).
New Apartments Above Cherry Lane See High Demand; Farm Market Opens Successfully
The Mayor reported on the recent dedication of eight new apartments above the bowling alley at Cherry Lane, which included three efficiency apartments and five one-bedroom apartments. These efficiency apartments were made possible by a recent amendment to the city's zoning code. The project saw high demand, with 90 applications for the eight units, resulting in a lengthy waiting list. The Mayor also noted the successful opening of the farm market with a record number of vendors and commented on the fast progress of the Duluth Avenue construction project, suggesting it may finish ahead of schedule. Additionally, the Mayor congratulated the local Quick Trip stores for winning a state competition for the most chickens sold.
Haven Ridge Subdivision Progresses with Street and Water Main Completion
The city administrator reported on the progress of the Haven Ridge subdivision, noting that gravel streets are being installed and the connection between Grant Street and Sawyer Drive is now made. This completion also signifies the construction and completion of the water main loop, which is expected to improve water reliability and quality for customers. The administrator also mentioned that wheat harvesting is underway and directed residents with concerns about water weeds to the city's website for information.
