FERC Mandates Dam Drawdown; City Seeks Extension and Plans Public Meeting
The commission discussed a dam drawdown request from the Federal Energy Regulatory Commission (FERC) for the area reservoir upstream of the hydroelectric dam. FERC requested the drawdown by July 15th as a reduced risk measure. The city has requested an extension to September 15th and plans to hold a public meeting for impacted residents on June 11th. The drawdown is expected to last at least a year until construction is complete, potentially impacting power generation.
Commission Identifies Candidates for Interim City Manager Position
The commission discussed the process of hiring an interim city manager. Several candidates were mentioned, with a consensus forming around Vester Davis, Doug Terry, and Jay Gotcha as potential individuals to contact. The discussion also delved into the expected hours per week, duration of the interim role (estimated at 6-12 months), and preferred on-site presence. The city manager's office will formulate an email to gauge interest from these candidates based on the commission's input.
Commission Reviews Proposal for New 7.5 MW Natural Gas Generation Facility
The commission heard a presentation on the Fawn River generation site project, a proposed 7.5 megawatt natural gas generation facility. This project is intended to address a forecasted capacity shortfall of over 200 megawatts for MPPA members and reduce Sturgis' reliance on the PJM market. The project's estimated cost is $10.785 million, with a forecasted benefit of $15.44 million to Sturgis and its rate payers. The commission will consider approving the EPC contract in a future meeting.
Haydens Boulevard Right-of-Way Dedicated for Future Connection
Barry Cox presented a resolution regarding the Haydens Boulevard extension and dedication. This involves dedicating an 80-foot wide stretch of land, previously deeded by the SIA to the city in 2023, to connect Bullard Industrial Park to North Nawa Street. While this dedicates the right-of-way, it does not necessarily mean immediate road construction. The resolution was approved.
City Approves Property Transfer Agreement Amendment with Sturgis Township
The commission approved the fourth amendment to the agreement for conditional transfer of property pursuant to PA425 with Sturgis Township. This amendment specifically pertains to a property at 26846 Stateline Road, located on the Michigan-Indiana border. The amendment allows the city to request the transfer of this property, providing flexibility for rezoning and combining it with other city parcels.
