Conditional Use Permit Sought for Manufactured Home Community

The applicants and staff discussed the need for a conditional use or a change in zoning to accommodate the housing. This was presented as a discussion item, with the commission requesting staff to research and return with recommendations, potentially including conditional permits with time limits.
Zoning Ordinance Amended to Address Manufactured Home Placement
The commission considered an amendment to Chapter 30 of the zoning land use ordinance that would require manufactured homes to face the assigned 911 address in TN and NM zoning districts, with a conditional use. Staff explained that the influx of manufactured homes and the typical lot dimensions, coupled with the requirement for the front door to face the 911 address, creates challenges for lot usability and sale. The proposed amendment aims to standardize placement while allowing for flexibility on irregular lots. A discussion ensued regarding the applicability to the TN (Traditional Neighborhood) district, which was clarified as not permitting single-unit manufactured homes. The commission ultimately voted to approve the amendment with the removal of the TN district from its applicability.
Industrial and Agricultural Zoning Uses for RV Parks Under Review
The commission discussed permitted and conditional uses within light industrial, agricultural, and heavy industrial zoning districts, specifically concerning the potential for RV parks. Staff noted that these areas might allow RV parks and are seeking input from the planning and zoning board to guide potential adjustments to ordinances. The commission requested time to study the matter further, and staff will prepare recommendations for a future meeting.
Ranchette Zoning Dilemma Addressed by Planning Commission
The commission discussed issues surrounding 'ranchettes' and ranch property uses. A previous zoning approval from 2022 for ranchettes on a specific parcel expired because the owner did not diligently pursue completion. The owner is now actively advertising these lots for ranchet use, leading to potential buyers being unaware of the current zoning limitations (TN district, which does not permit ranchettes). Staff presented this as a discussion item to determine how to address the situation, considering options like creating a new ordinance for ranchet permits, adjusting existing ordinances, or handling cases through the Board of Adjustments. The potential to rezone the entire parcel for ranchettes was discussed as a less favorable option due to concerns about creating further issues. The commission expressed a desire for staff to research and present recommendations for a long-term solution, possibly involving conditional permits.
