Frenchtown Neighborhood Hub Lease Terms Modified to Fund Backup Generator
The CRA board discussed and ultimately approved a modification to the terms of a lease-purchase agreement for the Frenchtown Neighborhood Hub property at 524 North Martin Luther King Jr. Boulevard. The original agreement required the organization to save $67,200 by June 30th for property acquisition. The board's approved motion allows these funds to be reinvested into a much-needed permanent backup generator for the facility, recognizing its critical role in community services and hurricane preparedness. The original motion to allow this reinvestment passed 3-2 after a substitute motion to delay failed. The Mayor recused himself from some items but supported the original motion for the Hub's generator.
City Approves $200,000 CPIP Grant for Exterior Improvements at 110 South Monroe Street
The City Council approved a Commercial Property Improvement Program (CPIP) grant of $200,000 for exterior improvements at 110 South Monroe Street, owned by Book Bulis LLC. The project's total cost is approximately $896,000 and includes new brick veneer, a new glass storefront, new rear balcony railings, and new windows. The Downtown Redevelopment Commission recommended approval, and staff also recommended approval, finding the application consistent with downtown redevelopment plans and CPIP guidelines.
Mayor Participates Remotely, Executive Contract Discussion Delayed, and Plan Updates Scheduled
During the meeting, a motion was made and seconded to allow the Mayor to participate remotely. The motion passed with all in favor. Later, a discussion arose regarding a proposed contract extension and pay increase for an executive director. Commissioner Porter expressed a need for more data to support a 38% raise, proposing the item be brought back with additional information. This motion to delay passed. Additionally, a discussion occurred regarding the process for updating the city's strategic investment and redevelopment plans, with a motion passing to formally receive an update at the next meeting.
City Approves Over $225,000 in CPIP Grants for Social Catering Expansion and Generator Installation
The City Council approved a Commercial Property Improvement Program (CPIP) grant of $175,525 for 223 West Carolina Street and $49,937 for 227 West Carolina Street. Both properties are owned by the same individuals and occupied by 'Social Catering,' which is expanding its kitchen and services. The grant for 223 West Carolina Street will fund interior demolition and expansion of the kitchen. The grant for 227 West Carolina Street will fund the installation of a permanent backup generator, deemed essential for maintaining operations and food safety during disasters. The Development Review Commission recommended approval for both items. Staff recommended approval.
City Approves Five CPIP Grants for South Monroe Street Properties
The City Council considered five CPIP grant applications for properties located at 1429, 1433, 1437, 1439, and 1441 South Monroe Street, all owned by the same property owner. The requests ranged from $26,222 to $36,852. Improvements include replacing windows and doors, installing new awnings, painting, and applying stone veneer. Two units (1437 and 1439) will also receive interior electrical system and HVAC improvements. Staff recommended approval for all five applications, citing consistency with CPIP guidelines.
