Planning Commission Approves Consistency Review for $916 Million Capital Improvement Program
The Planning Commission reviewed the draft Fiscal Years 2027-2031 Capital Improvement Program (CIP) budget. The CIP totals approximately $916 million and includes 96 projects across five categories: 19 circulation projects, 5 housing projects, 48 infrastructure projects, 23 parks and recreation projects, and 2 community facilities district (CFD) bond-funded projects. Staff determined all proposed projects are consistent with the adopted general plan and recommended adopting a resolution of consistency. The commission adopted the resolution.
Annual Code Maintenance Ordinance Includes Changes to Business Licensing, Zoning, and Public Safety Regulations
The Planning Commission reviewed a proposed ordinance for annual code maintenance, which includes amendments to various municipal code titles. Key changes involve clarifying business license revocation authority, ensuring all employees are subject to the code, separating 'Reiki' from the massage definition, making typographical corrections to public nuisance definitions, requiring visible name tags for private security, clarifying RV permit breaks, confirming property owner ownership of conditional use permits, requiring modification applications for landscape and exterior material changes, removing 'guest house' as an approved use in residential zones, clarifying front yard fencing requirements, adding 'greenhouse' as an approved accessory structure, requiring retail lockers to be internal and match business hours, applying supplemental development standards to auto rental businesses, prohibiting specific brand advertising on permanent signs, and ensuring road/driveway designs account for solid waste pickup. Sections concerning front yard definitions were removed for further review. The commission recommended the city council adopt the ordinance, excluding the removed sections.
