City Council Postpones Annexation Public Hearing to June 16th

The council considered and postponed two agenda items related to annexation and public hearings. Item 5.1 involved the requested annexation of approximately 5.67 acres of land in Kaufman County within the city's extraterritorial jurisdiction. Item 5.2 was also postponed. City Council Approves Development Agreement Amendments for North Spur Industrial, Moore Farm, and Arboretum Estates

The city council discussed and considered two items related to land use and development agreements. Resolution 2319 authorizes the city manager to execute a second agreement amendment to the chapter 380 economic development incentives agreement with DI Airfield Interchange 2 LP, also known as North Spur Industrial. This amendment clarifies roadway improvement, easement rights, and land acquisition issues. Resolution 2320 approves a development agreement with Astra Investments GP General Partners LLC for the Moore Farm Water Control and Improvement District. This agreement allows the developer to extend city water and wastewater infrastructure at their expense, making them city customers without immediate annexation. Annexation may be considered after 30+ years when their bonds are paid. Resolution 2321 approves the first amendment to the Arboretum Estates development agreement, updating the concept plan, phasing to include the school property in phase one, and addressing water infrastructure obligations and the relocation of the Market Center Lift Station.

Community Events and Intern Program Highlighted at City Council Meeting

During the meeting, various community events and recognitions were highlighted. The United for the Sports event for veterans and their first annual soccer tournament was mentioned. Angie Cooper announced a forthcoming 'ramp party' at the municipal airport featuring Clamity Jane, food trucks, and a kids' zone, alongside a carnival at the Shops of Terrell from the 3rd through the 12th, including rides and fireworks on the 4th. The city council reviewed the interim financial report for the period ending March 31st, 2026. The report highlighted the general fund and the utility fund. For the general fund, revenues are at 67% of the budget, and expenditures are at 48%, with projections to end the year around budget. A significant fund balance of $12.6 million was noted, attributed to the timing of property tax collection. For the water and sewer fund, revenues are at 52% of the budget, and operating expenses are at 36%. Water sales are on pace at 52% of the budget, with an expected increase during the summer months. The net position for the water and sewer fund is $42 million. The presentation also touched on the fiscal year 27 budget process and ongoing efforts to improve finance infrastructure and internal controls.
