Urbana Council Votes to Revert Zoning Chapter, Sends Data Center Concerns to Planning Commission
The city council discussed and voted on Ordinance 4633-26, which proposed denying an application to rezone five parcels from Business Residential District R3 to B2 General Business District. This was a second reading. The applicant had initially sought the rezoning to allow for a broader principal use, including a restaurant, but later withdrew the offer due to delays. The council proceeded to vote on the ordinance after a public hearing. Later, Resolution 2731-226 was introduced, declaring an emergency to revert Chapter 1126 of the Urbana Codified Ordinances to its pre-Ordinance 4621-25 version. This resolution was referred to the Planning Commission for consideration, with a planned hearing on May 18th. The council voted 6-0 to send this to the Planning Commission. Council members expressed concerns about the process, transparency, and the potential impacts of data centers, with many feeling uneducated on the matter and advocating for a return to the original zoning to allow for further research.
City Council Approves Finalizing Contract for White's Ford Property Purchase for Public Works Facility
The Board of Control recommended that the council authorize the director of administration to finalize a contract for the purchase of the former White's Ford property for $3 million. This property will be used to create a public works facility. The purchase will be financed through an agreement with estimated annual payments of $270,161, rolled into existing bond purchases to save approximately $22,000 in debt issuance costs. The purchase will be funded by the Capital Improvement Fund, Water Fund, and Sewer Fund, and was not in the original 2026 budget. The current Tap Avenue property is too small and in poor condition. The White's property offers over 20,000 square feet of heated storage compared to the current 4,000 square feet. The cost per square foot is approximately $165, significantly less than new construction. Council members and citizens raised concerns about the financial implications, environmental assessments, zoning appropriateness, and the lack of public discussion before the recommendation.
