Street Closures Approved for Clay County Fair and Shakespeare Festival
The consent agenda included requests to close High Street, West Cherry Street for the Clay County Fair and East Main Street for the Southwest Shakespeare Festival. Both requests were approved.
Professional Services Agreement Approved for Landfill Cell 7 Construction
The council considered a professional services agreement for construction administration services for landfill cell 7 and partial closures of cells 3, 4, and 5. Burnson McDonald, the design engineer, was awarded the contract for administration services not to exceed $198,000. This contract covers reviewing submittals, attending meetings, and observing construction progress. The joint powers landfill fund has budgeted for these services. The agreement was approved.
Variance Request for Rear Yard Setback Rescheduled
The city council considered a variance request to decrease the required rear yard setback from 25 to 22 feet to facilitate the construction of 10 duplexes or 20 residential units. The applicant requested a reschedule to June 15th to also address a sideyard setback variance, and though the item was removed from the current agenda, public comment was taken as the hearing was advertised. No action was required from the board.
City Adopts 2026-2030 Capital Plan
The council considered adopting the 2026-2030 capital plan. This annual exercise reviews upcoming capital needs across the organization and community facilities to improve quality of life. The plan helps prioritize items, serves as a starting point for the budget process, and can be used for grant applications. A significant change made was adding a water line project for 2028. The council adopted the plan.
July 4th Fireworks Display Permit Approved; Carr Street Closure Authorized
The city council approved a permit for a fireworks display by Fireworks Unlimited for July 4th, with rain dates of July 5th and 11th. The display will be located on the south edge of the South Polaris parking lot, with a temporary closure of Carr Street from 8:00 p.m. to 11:00 p.m. to ensure safety. The city previously provided $6,000 for the show.
