Chastain Park Parcel Annexed and Rezoned to PUD
The City Council discussed and approved an annexation and rezoning petition for a 0.0606-acre parcel at Chastain Park, located along the south side of South Quarter Road east of Houston Lake Road. The parcel, formerly part of a larger parent parcel but divided by a roadway, is undevelopable in its current state. The application requested rezoning from R1 (Single-Family Residential) to PUD (Planned Unit Development) to associate it with the adjoining parcel under the same ownership. There are no immediate plans for development on this specific parcel. The council clarified potential confusion regarding parcel numbers and confirmed the property legally described in public notices and the staff report accurately reflects the site being voted on. The motion carried unanimously [cite: 1784-1811, 1917-1921, 1975-1985, 2001-2015, 2019-2021, 2026-2033, 2039-2058, 2059-2066, 2653-2671].
Warner Robins Approves FY2027 Budget with Millage Rate Increase and Focus on Infrastructure
The City Council held a public hearing and work session to discuss the proposed Fiscal Year 2027 budget, which totals $184,866,680. Key factors influencing the budget include maintaining a balanced budget without drawing from reserves, addressing deferred maintenance on infrastructure, and providing cost-of-living increases for city employees. The budget includes $86,862,321 for the general fund, $30.9 million for capital projects, and various enterprise and special revenue funds. The general fund expenditures are allocated across departments such as public safety (52%), general government, public works, recreation, and city development. A significant portion of the budget, 20.2%, is dedicated to salaries and benefits. The proposed budget includes several capital and operating initiatives, such as improving security at city facilities, park upgrades, resurfacing pickleball courts, playground maintenance, and blight remediation. The millage rate is proposed to increase by 4.85 mills, resulting in an estimated annual increase of $111 for the average homeowner, with an average home value of $211,000. The council also discussed the need for increased investment due to rising costs of materials and slower revenue growth. A second public hearing is scheduled for June 9th, with adoption planned for June 15th [cite: 23, 45-47, 67, 87, 103-104, 173-174, 194-195, 221-233, 257-263, 264-278, 279-312, 313-315, 321-326, 341-344, 392-397, 426-470, 471-488, 498-502, 520-522, 530-533, 535-538, 540-542, 546-548, 550-551, 565-568, 575-578, 580-588, 590-596, 597-602, 603-611, 612-620, 621-635, 636-641, 647-649, 653-660, 662-666, 669-675, 677-699, 703-711, 713-733, 733-747, 748-772, 775-785, 785-812, 813-832, 832-856, 857-875, 881-891, 904-907, 908-910, 913-922, 923-931, 931-939, 947-956, 957-964, 1194-1197, 1198-1201, 1898-1901, 1901-1916].
