City Council Accepts $2.36 Million EDA Grant for Industrial Park Readiness Project
The council considered a resolution to accept a grant from the US Department of Commerce Economic Development Administration for the Wilmer Industrial Park Readiness Project. The grant, awarded in late 2024, will fund infrastructure improvements including roads, water, and sewer extensions to the boundary of the recently sold Wilmer Rail Park. The project also includes funding for fiber optic cable installation throughout the industrial park, which was previously removed from phase one. The total award amount is $2,363,110, with additional funding from the state and a local share contributing to the overall project cost of approximately $6.3 million.
City Council Approves FEMA Grant Application for New Fire Truck
The council considered a request to apply for and accept the FEMA Assistance to Firefighters Grant (AFG) for fiscal year 2025. This grant would fund the purchase of a new fire truck pumper to replace the current 2002 model, which is nearing its replacement date and facing repair issues. The grant amount is approximately $1.2 million, with a 10% local match required. Council members inquired about the likelihood of receiving the grant, past attempts, and contingency plans if the grant is not awarded. It was also confirmed that this funding request was accounted for in the capital improvement plan.
City Council Places Administrator on Administrative Leave, Continues Performance Evaluation
The council amended a previous motion from May 18th, 2026, concerning the city administrator. The amendment involves placing City Administrator Leslie Valiant on non-disciplinary administrative leave without pay until further notice from the council. Additionally, the council will continue the reconvened executive session from May 18th, 2026, to discuss the evaluation of Leslie Valiant's performance, as permitted under Minnesota Statute 13D.05 Subdivision 3A. The motion to amend and continue the session passed.
Diamonte Nightclub Granted New Liquor License for Relocated Business
The City Council considered a new on-sale intoxicating liquor license for Diamonte Nightclub. The nightclub, previously located at 1108 North Business Highway 71, closed and canceled its license in January 2026 due to relocation plans. They have now applied for a new license at their new location, 951 High Avenue Northeast. The liquor manager and ownership remain the same. The council discussed the new location, confirming it is in a business-classified area behind the community center, in a building that was formerly occupied by Wings and a gymnastics facility. The motion to approve the license carried.
Lakeland Drive Path Improvement Project Awarded to Dunc Incorporated
The council approved the resolution awarding the bid for the Lakeland Drive path improvement project and adopted the associated budget. Five bids were received for the project, with the lowest bid totaling $1,113,139.85, submitted by Dunc Incorporated. The council also approved the ASBID budget for the project. A question was raised regarding whether the ASBID budget was under budget for the project as a whole, which was confirmed.
