The applicant, representing the church on the property, explained that a deed of combination has been filed, making the previously two parcels into one, which resolves previous access issues for the commercial portion. Staff found the application aligned with the Create Wilmington comprehensive plan, particularly policies encouraging compatible infill and mixed uses along major corridors. The commission voted 5-0 to approve the rezoning.
