Additional Funds Approved for Pollution Control Plant Engineering Services
The city council approved Resolution 2026-33, authorizing additional funds for engineering services from RETU, specifically for projects at the pollution control plant. This resolution is a budgeted item and does not require suspending rules. The need for additional funds stems from ongoing major projects at the plant, including the installation of lighting to address insect issues. Mr. Rice provided clarification on the need for these services.
Old Eddie Way Waterline to be Replaced Due to Frequent Breaks
Resolution 2026-35 authorizes the city to enter into a contract for a waterline replacement project on Eddie Way, between Reed Road and Carter Drive. This section of old cast iron waterline has a history of 13 breaks and leaks, causing frustration for residents and incurring significant repair costs. The project is a high priority on the waterline replacement list, with an estimated cost of $150,000. Replacing the line is expected to reduce operating costs. The project is budgeted and likely to take place in the fall.
City Council Approves 2027 Tax Budget with No Millage Increase
The city council reviewed and approved the 2027 city tax budget. Director Doria presented the budget, highlighting millage rates, general fund revenues and expenditures, and pension fund estimates. The budget does not request an increase in millage, maintaining 4.2 mills, which is estimated to generate $3.5 million. Revenue is projected to increase by 2.6% over the 2026 budget, while expenditures are forecasted to decrease by 2.1%. The council also discussed debt service, permanent improvements, and noted significant debt reduction over the next decade. Two new loans for disinfection and infrastructure projects were highlighted, with a zero-interest loan being partially forgiven. The meeting also touched upon the city's financial strategy regarding PIFA settlements and the potential for interest earnings to offset debt.
Christmas Run Park Restroom Replacement Approved
Resolution 2026-32, a budgeted item, authorizes the director of administration to advertise and enter into a contract for the replacement of the Finn restrooms at Christmas Run Park. The current restroom building, estimated to be at least 26 years old, along with its plumbing, is in poor condition and considered a potential health hazard. The replacement is deemed necessary due to the building's age, plumbing issues, and the services it provides to various park facilities including pickleball courts, a pavilion, and a playground. The motion to adopt was approved.
Progress Drive Street Vacation Approved for Private Maintenance
The council considered a petition to vacate approximately 500 feet of public street on Progress Drive, requested by the property owners of two adjacent lots. According to Ohio Revised Code, vacating an alley or street requires council to determine no public purpose exists and all abutting property owners concur. In this case, the property owners of the entire stretch of roadway agreed. If vacated, the property owners would assume responsibility for maintenance and security, and the city would be relieved of these duties. Utilities will retain right-of-way. The request was approved to be moved forward as an ordinance.
