April 2026 City Reports: Permits, Inspections, and Property Maintenance
The committee reviewed reports for April 2026, including building permits, inspections, and property maintenance cases. Building permits issued totaled 140, comprising 9 single-family detached, 6 single-family attached, 10 commercial, and miscellaneous permits. A total of 578 building inspections were conducted. Property maintenance reported 14 cases, all related to the Bristol Bay development area; violations were found in compliance at the time of hearing and dismissed, but monitoring and new citations are ongoing for issues like weeds and grass.
May 2026 Economic Development Update and Cigar Lounge Discussion
The Economic Development Committee received an economic development report for May 2026, noting three ribbon cuttings: Gerber Collision and Glass (tomorrow), Downtown Social (June 25th), and Christmas results (June 26th). Discussion also touched upon a potential cigar lounge, with information indicating it would need to be a standalone establishment with a special HVAC system, adhering to robust Illinois state law. The city has not yet been approached by such a business. Concerns were raised about the proposed location being inline rather than standalone, and the city will monitor the location due to past issues with inappropriate activities.
Project Cardinal Annexation Agreement Amendment and MOU Approval
The committee discussed a petitioner's request to amend an annexation agreement approved in November 2025 for Project Cardinal. The amendment seeks to extend the closing notice deadline from July 1st, 2026, to December 31st, 2027, to allow sufficient time for the petitioner (Pioneer Development) to acquire title to seven subject parcels. A memorandum of understanding (MOU) was also included to clarify that changes to the annexation agreement will be reflected in ancillary agreements, including the PUD and utility/infrastructure development agreements, which currently reference the July 1st date. The MOU also clarifies obligations regarding estimated water usage and penalties for exceeding limits.
Cyrus 1 Data Center PUD Amendment and Plan Review
The Economic Development Committee reviewed an amendment to the Cyrus 1 PUD (Planned Unit Development) and a preliminary PUD plan for a data center development. The proposed changes include shifting from two-story buildings to single-story structures, reducing the total square footage from approximately 2.1-2.2 million to 1.85 million square feet, and increasing building and site coverage. The plan also consolidates detention along Faxon Road and pushes buildings further north to increase separation from residential areas. The project has secured power from ComEd with 480 megawatts approved and is proceeding with construction, including entranceway improvements and grading for the transformer pad. The new plan maintains a 150-foot setback to Eldomaine Road and a 100-foot landscape buffer. Renderings show a similar architectural style to the previously approved plan, with a 36,000 square foot, two-story office component and a 24-foot tall main building structure, with mechanical penthouses reaching approximately 50 feet.
