Administrative Fees for Weed Cutting and Abatement Approved
Resolution 5R26, concerning administrative fees for weed cutting and abatement services, was approved. Alder Hartzheim thanked the Community Development Department and DPW for their assistance and the committee for their work. The motion to approve passed 12-0.
Tom Flick Appointed New Parks and Recreation Director
Tom Flick was recommended and approved to serve as the next Parks and Recreation Director for the City of Appleton. He has over 29 years of professional experience in parks, recreation, and facilities management, having served as Deputy Director since 2015 and interim director since January 2026. His qualifications include a Bachelor of Science degree from UW-La Crosse and certifications as a facilities manager and parks and recreation professional. The recommendation followed a competitive search process. The council approved the recommendation with a 12-0 vote.
Ordinances Approved, Agenda Items Referred
Ordinances were approved by the council with a 12-0 vote. The council also approved the referral of license applications and communications to committees of jurisdiction.
Salary Administration Policy Updates Approved Amidst Discussion on City Values
The council approved updates to the salary administration policy, with a vote of 11-1. Alder Wolf questioned the removal of 'diversity, equity, and inclusion' from city values. Director Ratchman explained that the removal was not to eliminate these concepts but because the strategic plan update process resulted in a more expansive list of values, including respect, service, teamwork, community focus, and stewardship.
New Resolutions Address Truancy and Vehicular Noise
Two resolutions were submitted: Resolution 7R26, to review options for the truancy ordinance, submitted by Alderperson Croat, will be referred to the Safety and Licensing Committee. Resolution 8R26, concerning excessive vehicular noise data collection, submitted by Alderperson Smith, directs the city to evaluate methods for collecting noise data and return with options, costs, and recommendations within 90 days. This resolution will be referred to the Mayor's office for review before referral to committee.
