Recreation and Planning Commissions See Reappointments
The City Council confirmed the reappointment of Audrey Race to the Recreation Commission for a four-year term ending July 16, 2030. Race, who is in the fitness industry and has taught classes for the city, brings a refreshing insight to the commission, especially given her young family's involvement in sports. Additionally, the council confirmed the reappointment of Jeff Foster to the Planning Commission for a five-year term expiring August 29, 2031. Foster, an architect, brings extensive experience, having served on the commission prior to 2014 for at least 10 years, and is known for his thoroughness and ability to run meetings effectively, also contributing to the master planning committee.
Wolf Road Paving Project to Go Out for Bids; Traffic Calming Measures Effective
The City Council authorized the Director of Public Service and Properties to advertise for bids for the paving of Wolf Road from Bradley Road to Bassett Road. This project is part of the county's 50-50 program. Director Konzello confirmed no additional input was needed from his department. The council also received an update from Police Chief Gillespie regarding traffic calming measures on Ashton Lane, noting that the speeds have remained low and the signs are effective. He mentioned the purchase of three additional speed signs to be moved around the city to maintain effectiveness.
Bay Village Council Approves 2027 Tax Budget and Insurance Renewal
The City Council adopted Resolution 26-54, approving the tax budget for the City of Bay Village for the fiscal year beginning January 1, 2027. The resolution was submitted to the county fiscal officer and declared an emergency. This adoption follows a review at a previous council meeting and is being moved forward for a vote without changes to the millage levying. Additionally, the council adopted Ordinance 26-60, authorizing the mayor to enter into an agreement with Jackson Deakin and Associates as agents for Travelers Insurance and Lloyd's CFC Insurance, also declared an emergency due to the policy expiration date. The insurance renewal saw a minimal increase of approximately 1.5%, which is considered remarkable given current insurance market conditions.
Council Discusses FLOCK Camera System Privacy and Effectiveness
During the public comment portion, Daniel Sweeney raised concerns about the city's use of the FLOCK automated license plate reader system, citing instances in Shaker Heights and Cleveland Heights where ICE accessed data despite contractual limitations. Sweeney noted that while Bay Village's contract with FLOC limits data access to 30 days, the state's LEEDS system retains data for a year, creating a discrepancy. He questioned the usage of the system, particularly the unknown identities behind searches and the effectiveness of the 230 searches conducted in the last 30 days. Police Chief Gillespie responded by explaining the system's reactive investigative use, detailing how it has helped solve property crimes, locate a runaway juvenile, assist in fraud investigations, and solve a homicide. He clarified that federal agencies do not have direct access to FLOC and that their system is configured to prevent searches based on immigration or birthright reasons. The Chief also highlighted the system's effectiveness in reducing vehicle thefts.
Bay Village Receives $750,000 Grant for Lakefront Project; Community Supports Graduating Seniors
Mayor Kumar announced that the Lake Erie Commission has awarded Bay Village $750,000 towards its lakefront project. This is a significant grant that will contribute to the development and enhancement of the city's lakefront area. The mayor also highlighted the Bay Village Scholarship Night, hosted by the Kiwanis, where over $138,000 in scholarships were awarded to graduating seniors for higher education and trade schools, underscoring the community's support for its youth.
