Council Discusses FLOCK Camera System Privacy and Effectiveness

During the public comment portion, Daniel Sweeney raised concerns about the city's use of the FLOCK automated license plate reader system, citing instances in Shaker Heights and Cleveland Heights where ICE accessed data despite contractual limitations. Sweeney noted that while Bay Village's contract with FLOC limits data access to 30 days, the state's LEEDS system retains data for a year, creating a discrepancy. He questioned the usage of the system, particularly the unknown identities behind searches and the effectiveness of the 230 searches conducted in the last 30 days. Police Chief Gillespie responded by explaining the system's reactive investigative use, detailing how it has helped solve property crimes, locate a runaway juvenile, assist in fraud investigations, and solve a homicide. He clarified that federal agencies do not have direct access to FLOC and that their system is configured to prevent searches based on immigration or birthright reasons. The Chief also highlighted the system's effectiveness in reducing vehicle thefts.

Bay Village Receives $750,000 Grant for Lakefront Project; Community Supports Graduating Seniors

Mayor Kumar announced that the Lake Erie Commission has awarded Bay Village $750,000 towards its lakefront project. This is a significant grant that will contribute to the development and enhancement of the city's lakefront area. The mayor also highlighted the Bay Village Scholarship Night, hosted by the Kiwanis, where over $138,000 in scholarships were awarded to graduating seniors for higher education and trade schools, underscoring the community's support for its youth.
