The work will extend to Third Street Southeast to connect with improvements from the Memorial Highway project. Raw Water Intake Study Approved to Address Sand Issues

The city is seeking approval for a task order with AE2S for a raw water intake study. The study will address ongoing sand issues at the raw water intake site by gathering additional data, conducting river modeling by an independent firm, and using this information to develop high-confidence modifications or improvements to enhance site resiliency. The total cost of the study is approximately $200,000, with the cost split 50/50 with Marathon. This cost will be covered by the same SRF loan allocated for the raw water intake project itself. The city recommends approval, viewing it as a crucial step to ensure long-term improvements.

Street Improvement District 244 Approved for 8th Ave NW and 27th St Reconstruction

The city will consider resolutions to create Street Improvement District 244, specifically for the reconstruction of 8th Avenue Northwest from 24th to 27th Street, and 27th Street from 8th Avenue Northwest to 1806. The project also includes patching and chip sealing in the surrounding area. The estimated cost is $6.7 million, with $4 million funded by federal urban road grants, $200,000 by a federal transportation alternatives grant, and the remainder pursued through a 2% low-interest loan backed by special assessments. A public input meeting was held, and letters regarding the protest period and further information will be sent to affected property owners. The proposed special assessment for adjacent lots is approximately $5,000, and for non-adjacent lots, approximately $2,500. The trail portion of the project is obligated for FY2026, and the road portion for FY2027, with a combined bid opening planned for November 2026.
