Alarm Systems Ordinance Amendment Approved with January 1, 2026 Effective Date
The commission considered the second and final consideration of Ordinance 1486, which amends and reenacts Article 2, Chapter 8 of the Mandan Code of Ordinances relating to alarm systems. Chief Ziegler stated this is a cleanup ordinance with the only addition being the effective date of January 1, 2026, as added by Attorney Oster. No comments or discussion were heard regarding this ordinance.
Mandan Girls Soccer Team Celebrates Successful Season, Coach and Athlete Honored
The Mandan girls soccer team finished their undefeated regular season in the WDA but took second place at state. Coach Erin McIlwee was named Coach of the Year, and Sarah Helderop was named Senior Athlete of the Year, achieving over 100 goals, a feat believed to be unique in North Dakota soccer history.
City Commission Receives Updates on Memorial Highway, First Street, and Other Infrastructure Projects
The City Commission reviewed updates on several ongoing construction projects. Memorial Highway Phase 1, handled by Reedy Construction, is progressing with traffic shifts for median and turn lane paving, and 43rd Street has been reopened. Phase 2 work is underway at the Main Street intersection and will involve utility work along 3rd Street. This project is on schedule for completion by early July. The First Street Reconstruction project is progressing through various phases, including water main, storm sewer, and sanitary sewer work. The contractor can manage two phases simultaneously, with plans to close Phase 1 and 2 to open Phase 3 and 4 around July 4th, aiming for Phase 5 to be fully open by then. The Hollins Avenue Reservoir project is nearing completion with site grading, restoration, and painting activities, with the area to be fenced back in. The Downtown Concrete Project is about 60% complete with approximately 60 identified locations. For 8th Avenue Northwest and 27th Street, a second public input meeting is scheduled for June 25th. Water and Sewer District 65 is completing milling and plans to overlay with asphalt, continue sanitary sewer lining, and perform restoration. SID 241 project is proceeding with concrete crews, roadway patching, and upcoming milling, mill and overlay, and chip seal activities.
Community Cleanup Month Successful with Over 140 Volunteers and Business Support
Carrie provided an update on the Community Cleanup Month initiative, reporting over 140 volunteers participated, cleaning litter from 17 different routes in Mandan. Local businesses donated door prizes, including Buck and Bean, Central Station, Butcher Black Meats, Old Ten, Copper Dog Cafe, Ohms, Pizza Ranch, Rice Bowl, Bennigan's, MH, Family Fair, Main Street Drive-Thru, Freed's Family Restaurant, Mandan Tennis Center, Raging Rivers Water Park, Mandan Municipal and Prairie West golf courses, Battle Bunker Game Store, Crumble, and Shields. A significant portion of the volunteers will receive these donated prizes. The month-long event format is considered beneficial over a single-day event for keeping routes clean.
Master Lift Station Improvement Project Moves Forward with Bid Advertisement Authorization
The commission considered approving plans and specifications and authorizing advertisement for bids for the Master Lift Station Interim Improvement Project (Project 2026-20). The project involves replacing pumps and electrical components at the lift station and replacing dual 60-inch asbestos cement pipes with a single 20-inch PVC pipe. This pipe replacement extends to 3rd Street Southeast. Apex Engineering has completed plans, and bids are expected to open later this month, with an award in November and work commencing in 2027, pending an Army Corps of Engineers permit. The rationale for reducing from two 60-inch pipes to one 20-inch pipe was to reduce project costs while still providing sufficient capacity and improved resiliency, as the existing asbestos cement pipes are aged (from the 1950s) and have experienced failures, including in extreme cold.
